Research On Public Cultural Services For Residents Of Resource-reduced Mining Areas

The mining area is a relatively closed community that people gather together because of the mining industry.Coal miners and their families constitute the main body of life in the mining area,also known as mining residents,who have made great contributions to China’s economic modernization.However,coal miners have the characteristics of low social status,low wage levels and low welfare benefits.Coupled with the long life of miners living in the poor ecological environment,their physical and mental health have been damaged.Therefore,it is of great theoretical and practical significance to study the state of mining residents.It is help to implement the concept of people-oriented social development,to enhance the well-being of the residents,and to achieve social justice and justice,and promote social harmony.Throughout the past few years,scholars on the study of public cultural services,mostly use the work of farmers as the main body,and miners or mining residents for the study group is very small.However,due to the particularity of work and living environment,coal miners and their families actually need equal,high quality and effective public cultural services and humanistic care.The paper choose the L mining area as survey center,taking surveys and non-structured interviews and other survey methods.The paper analyzes the basic situation and the problems of public cultural service in L mine area of Inner Mongolia,and puts forward some suggestions to it.This article is divided into five chapters:The first part introduces the five questions:Firstly,it elaborates the research background of the public cultural service of the residents in the mining area.Then it discusses the significance of this research in the theory and practical effects.Finally,the author defines the important concepts of resource recession mining area,mining area residents and so on.Finally,the author points out the concept of the research.The introduction part provides the general background and research thread for the research.The second chapter expounds the theoretical basis of this thesis,which includes the theory of Marxist spiritual demand,the theory of social justice and justice,the theory of service-oriented government and so on.These theories provide the solid theoretical basis and strong theoretical guidance.The third chapter elaborates the status about public cultural service of L residents:First,the author briefly introduces the basic situation of L mining area by referring to the information and according to understanding.Then,the author use the survey data which in SPSS software,analyze the data and show the basic situation of residents of L mining area.Finally,the author analyzes the residents of L mining area in the form of"public cultural service situation provided by residents in L mining area" and "cognition and behavior choice of individual residents in public cultural services",and use forms and text to analysis of the status quo.The fourth chapter summarizes the main problems of the current public cultural service of L mining area,which is embodied in three levels:management and supply level,beneficiary level and policy and document level.And found that the main reason for these problems is the constraints of the existing institutional mechanisms,mining residents living habits and scientific and cultural quality constraints.In-depth analysis of the causes of the problem,help us find and grasp the regularity of the problem,so that we can solve the problem.The fifth chapter mainly puts forward some suggestions,mainly include:Strengthen propaganda and guidance,establish a positive and equal ideas and so on.We need to better meet the public culture of the residents Service demand,and promote the improvement of the public cultural service system of the residents,thus promoting the balanced development of the population of the mining area.The purpose of this paper is to describe and analyze the current situation and existing problems of the public cultural service of the residents in the mining area,and put forward the feasible countermeasures and suggestions on the cultural life of the residents of the mining area.Of course,the problems of public cultural services can not be solved in a short time,which is a long and complex process.Mining residents as part of the community,they are also the main body of society and have spiritual and cultural needs.To ensure their cultural rights and interests reflects the people-oriented concept.Secondly,this will help to improve the overall quality of the population and the quality of life of the residents,contribute to the coordinated development of the population of the mining area,and to promote the sustainable development of industrial cities.
