| Employment is the biggest livelihood.With the economic restructuring and upgradation,transformation of old growth drivers and new employment patterns continue to emerge,adding the impact of the COVID-19 pandemic and geopolitical and economic factors,the structural employment problem has become increasingly salient and serious.4050 people,"zero employment" family members,the disabled,land-lost farmers and other groups,due to old age,low level of education and backward skills and other reasons,gradually lost their competitive advantages in the job market,forming a large scale of employment difficulties group.Unemployment leads to the reduction of their economic income,the increase of poverty risk,and the weakening of their social status,which brings many negative effects on the personal development of workers and the stability of social order.It is the responsibility and obligation of the government to promote employment and achieve good governance to provide assistance and support to people with employment difficulties through providing all-round public employment services.It is of great strategic significance to grasp the bottom line of people’s livelihood,promote and expand employment,co-share the achievements of reform and opening up and market economy development,and finally realize of Chinese-style modernization by strengthening the public employment service.Based on the relevant theoretical research of public goods,new public services and service-oriented government,this thesis adopts the literature research method,questionnaire survey method and comparative analysis method,and conducts research and analysis on the public employment service provided in Hai’an City.The results of the survey data show that current public employment service in Hai’an City has following problems,inadequate policy publicity,insufficient participation of multiple service supplier,single supply of service content,and limited online service development.The main reasons include weak awareness of employment service concept,vague rights and responsibilities of service suppliers,no establishment of demand-oriented mechanism,and lagging development of smart service construction.On the basis of referring to the typical practices and inspirations of public employment services at home and abroad,it is proposed to improve the service from following four aspects: enhance the employment service concept and expand the channels of policy publicity,introduce diversified service suppliers and increase the total supply of services,promote the effective connection between supply and demand and enrich the employment service content and widely apply information technology and drive the construction of smart employment service. |
