Since twenty-first Century, the Internet as the core of the rapid development of new media technology. With the extensive application of new media technology, the function of new media in people's lives more and more important, become the majority of Party members and cadres and the masses in social governance, the exercise of political rights of an important channel and carrier, which means that the development of new media technology to comprehensively strengthen the construction of the party put forward new requirements and new challenges and new opportunities. In order to adapt to the modernization of the country's system of governance and governance capacity, we must more actively adapt to the new changes in the development of new media brings to the terms of the ruling party's governing philosophy, mode, organization structure, system construction and party affairs management, and comprehensively improve the party organizations and leading cadres at all levels using new media ability to promote the construction of grass-roots party organizations, the new media to play a greater role in improving the party's ruling ability and consolidate the party's ruling foundation.In this context, how to effectively use the new media technology to promote the construction of grass-roots party organizations, has become a realistic and urgent important issue faced by the party organizations at all levels. At present, the research on the construction of new media and basic level party organizations is slightly less, from the perspective of communication functions to analyze and research the proportion of less. According to themselves in the party work of knowledge and experience, combined with close contacts to the grass-roots party organizations and Party building work resources, using the theory of organizational communication as the basis, through a variety of ways to access to information, individual interview, case analysis and questionnaire, and strive to a comprehensive and systematic understanding of the communication function of new media in the construction of grass-roots party organizations, so as to better promote the application of new media in the construction of grass-roots party organizations.The first part of this paper analyzes the application background of the new media in the construction of basic level party organizations, and then clarifies the practical significance of the research. In the introduction part, currently on the study of new media in the construction of grass-roots party organizations in the field of analysis, from the dissemination study angle of analysis of the lack of research in the field, spread function and a new media in the construction of grass-roots party organizations all functions can be achieved the basis functions. Through of upward propagating, downlink transmission and horizontal transmission three channels of communication were analyzed and for the spread of influence factors and encountered problems of that are put forward to improve the communication effect of initiatives to lay the foundation for.In the second part, using the theory of organizational communication as the support, with 10 typical cases of new media in the construction of grass-roots party organizations in the sample, through several research methods of questionnaire, individual interviews, the organs of the party organization, the streets(community) system analysis and research of Party organizations and Party organizations in non-public economic organizations using the Internet new media, new media and digital mobile phone new media in the process of communication process and mechanism, and to highlight the problem oriented, focusing on practice, understanding a series of bottlenecks of theoretical analysis, problems affect the communication functions, in-depth discussion and research, summed up the spread of new media in the construction of the basic function of induction in the party organization, the specific problems combing the influence of new media on the construction of grass-roots party organization's communication function.At the end of this paper, according to the results of analysis and research, put forward to optimize the new media of basic level party organization to construct communication effectiveness of countermeasures and suggestions, thus to better use of new media to strengthen grass-roots party organizations to provide reference for the construction of.
