Research On The Basic Requirements And Ways Of Achieving The Rule Of Law Leadership

On October 23^rd,the Decision of Building A Country Under the Socialist Rule of Law By the CPC Central was passed during the 4th plenary session of 18^thCPC Central Committee,the Decision presents that party cadres are important organizers,enabler and practitioners to build a country under the socialist rule of law and they should deepen the reformation,enable development,solve contradictions and maintain stability under the method of law.Senior cadres should specially lead by example.This is the first that CPC puts the method of law into guide of action,which not only reflects CPC's deep understanding of ruling the country by law,but also a new renew requirement for cadres' capability of ruling by law.This article starts from the first time rule under method of law was present during the 18^thCPC Central Committee,and researches different levels of cadres under the background of forming a system serving the socialist rule of law,focuses on party cadres are important organizers,enabler and practitioners to build a country under the socialist rule of law and they should deepen the reformation,enable development,solve contradictions and maintain stability under the method of law.Senior cadres should specially lead by example and tries to find a way to realize ruling by law.In the research,we see the process legal system construction has achieved and also further analyze the problem ruling by law faces and interpret the importance and necessity of legal system construction,therefore seek effective ways to achieve ruling by law.There are four sessions in the article.The first session demonstrates research significance of ruling by law,the second session analyzes extant problems of ruling by law and the causes,the third session summarizes basic requirements of ruling by law and the last session discusses how to achieve ruling by law.
