In this paper we take the financial poverty-assistance in D county of Guizhou province as an example,it analyzed financial poverty-assistance operation mechanism in local anti-poverty governance and discussed the closed relationship between finance and public affair management of the local government.As a new power of the governance of anti-poverty,financial poverty-aid governance pattern aims at promoting financial institution guided by the government's policy invest more financial resource in poor areas,the market elements to be drawn into work in local anti-poverty governance,in order to made up for this lack of traditional poverty reduction's way.The process of financial poverty-aid governance emphasizes the mechanism of mutual cooperation between each participation main body.In this system,the government in order to relieve financial pressure,promote the economic development and realized governance of anti-poverty eventually;the financial institution so as to seek shelter of the government's policy and seize rural finance market to improve its competitiveness.The poverty group also participates in the chain of financial poverty-aid for overcome poverty and achieves prosperity,under national policy support;they received financial institution's credit funds and get a chance to break out of the poverty.This mutual cooperation of many participators who are playing an increasingly important part role in governing local poverty blend the strength of local politics,economy or society together so that the capabilities of local governance of anti-poverty could be promoted.However,in the project of financial poverty-aid,Local government,financial institution and poor peasantry will negotiate uninterruptedly by the different profit motive,which hindered operation of the project of financial poverty-aid.As a result,the effect of financial poverty-aid often couldn't further from the policy' expectation,the financial poverty-aid governance pattern are facing with numerous difficulties.Therefore,the main developing direction of financial poverty-aid governance pattern is operating the project of financial poverty-aid through completing the institution and building mechanism.In the long term,the many participators of financial poverty-aid must bring about changes in governance mechanism and the present local governance will make a difference.The interaction of finance and local governance developed a kind of effective local anti-poverty governance pattern which is promoting modernization of local governance.
