As the global population increase sharply, declining arable land, traditional crop output has been unable to meet the food needs of a large number of population. Therefore cell engineering, genetic engineering and so many cutting-edge technology is now widely used in the improvement of traditional varieties, agricultural production which is livestock food industry and other fields. Biological genetic engineering techniques is change the target DNA to express different traits, even in the unlikely case of nature by human science and technology can be achieved. Transgene product is the result of natural selection but not human intervention, some people reckon that is contrary to the laws of nature and may contain environmental safety risks. There is no scientific evidence to prove release of genetically modified products does no harm to environment, the EU take precautionary principle as a base rule in legislation.This paper is divided into three chapters. The first chapter introduce transgenic technology development, combined with the actual situation analysis of transgenic technology advantages and risks. Regarding justice, equality, freedom of the three legal value to describes EU genetically modified food legal regulation. EU genetically modified food legislation main idea is to protect the consumer's right to information an in the case of environmental safety risks. The second chapter analyzes genetically modified food laws which EU released in the past, clarifying EU law transgenic works, summarizes the EU legal system characteristic of genetically modified foods. The third chapter summarizes our current genetically modified food legislation and take EU regulations as reference objects, giving ideas to improve China's genetically modified food laws.
