Research On The Problems And Countermeasures Of Local Government E-government Construction

E-government is one of the important directions of the development of social information,which can intergrate government resources,transform government function and improve management efficiency relying on modem information technology.It has been incorporated into the important agenda of all levels of government.It has contributed to transformating the operation mechanism of government,changing the drawbacks of traditional government services,and opening up the path of information;improving the performance management of government,high-efficient treatment and effective control of information;promoting the democratic degree of government,laying a solid foundation for democratic governance and exercising authority fairly.Under the environment of informatization degree significantly increasing,It is the necessary prerequisite and inherent requirement to build the serving government and the intelligent government that developing widely and working hard the local E-government construction,making full use of network resources and advanced technology,solving the problem of administrative examination and approval,enhancing the quality of government services,accelerating the transformation of government functions from management to service-oriented.In today's situation,it is particularly important to reveal the problems and interaction effects in the development of E-government,combined with the local specific circumstances,provide some scientific and effective of constructive strategies and suggestions for better and faster development of local E-government,which has a direct and far-reaching impact on the future development of E-government in China.It is also the purposes of this paper.Compared with developed countries,our local E-government construction started late,with not wide enough coverage,not innovative enough practices,not abundant enough achievement.After years of efforts,we have introduced a group of technology,and made some achievements.But we still stay in the primary stage of E-government construction,and most of the research and implementation still remain at the level of "do things carelessly".There are various problems such as favoring electronics more than service,lagging application program development,shallow level,weak effectiveness.We need urgently to break the barriers which impede local E-government development,through the solid theories argument and active practice and exploration.In this paper,we follow the basic ideas of raising,analyzing and solving the problem,take a way of combination of qualitative description and quantitative analysis,theory and practice,and conduct in-depth research mainly through the literature analysis,comparative study,field research,site survey and other ways.This paper explains the concept of E-government affairs,mainly including the concept definition,the connotation characteristic,the main content,the service pattern and so on.This paper introduces the development process and current situation of local E-government,and the development process can be roughly divided into four stages:"office automation","three golden projects","government online project","comprehensively promoting the construction of E-government affairs".This paper lists the problems existing in local E-government construction,mainly displays in:Lack of reasonable planning,information resource share great resistance;with insufficient capital investment,infrastructure construction is difficult to meet the demand;with uneven personnel quality,the government website construction and management level is backward;lack of characteristic innovation,enterprises and citizens participation degree is low,and so on.This paper deeply analyses the causes of the problems,mainly displays in:The concept of citizens needs to be deepened,and get wrong idea in traditional understanding;there is uneven development in different parts of the country,with different level of construction;laws and regulations are not sound enough,with lack of effective supervision system;government active service is not enough,and the carrier can not be utilized effectively,and so on.This paper discusses the experience and enlightenment of the construction of foreign local E-government affairs,mainly based on the examples of London,Seoul,Singapore City.This paper makes an analysis based on the construction of E-government in Dongying city as a typical case.This paper puts forward countermeasures and suggestions on improving local E-government construction,mainly focuses on the following aspects:To change the traditional concept,enhance the level of ideological understanding;to ensure capital investment,reinforce the information infrastructure construction;to make planning standards,promote the integration of resources information sharing;to improve regulatory supervision,optimize the performance evaluation system;to cultivate professional talents,strengthen technical support for security;to build characteristic platform innovatively,improve the management of government website construction,and so on.This paper has the following innovative features:analyses domestic and foreign E-government research and current situation widely and comprehensively,seeks the essence and internal relations of E-government construction deeply,takes combination of theoretical basis and facts for their expression,conducts research vividly on the combination of the typical representative——E-government in Dongying City.By research and consideration on the situation of local E-government,this paper considers that the construction of local E-government has already passed the embryonic stage at present,and it's staying in the period of deep development,facing the new situation and new task,filled with lots of opportunities and challenges.The government and the community should work together to make concerted efforts to plan the rapid development of E-government,which really become an indispensable factor in promoting the comprehensive and sustainable development of economy and society.The research results of this paper commitment to solve the practical problems of local E-government construction,provide useful inspiration for the government in the fields of constructing perfect service network,promoting democratic decision-making level,improving level of business services,reducing government management cost,strengthening awareness of public participation,develop electronic democracy in an all-round way.The research results of this paper take above these as a starting point to promote the local government function transformation,for the purpose of building a comprehensive,systematic,standardized and efficient "Service-oriented Electronic Government".
