Study On The Information Construction Of The City Of Manchuria

With the continuous development of network technology and the popularization of the Internet, information technology has been applied to the public administrative management from traditional areas of business. The construction of government portal website is the important component of electronic government affairs construction, and is also a main method for the government to provide electronic management and services. A government portal website construction and its running efficiency not only relate to the image of the government, but also affect its management, service quality and service level.Taken the Manchuria City Hall portal as study object, the article did research and analysis on its internal and external network respectively. For the external network, the following issues are to be discussed:first, the external network portal does not function well enough to satisfy people’s needs, thus requires a solution that emphasize on the improvement of administration examination and approval system so as to meet the challenges of the information management work; second, the government network portal content and its refresh rate need improving by better management based on information management and release system; third, the layout of external network needs improving. For the intranet, the following issues are to analyzed:first, the current intranet construction prefers the development of hardware to the software, therefore the function design of the basic platform requires to be upgraded; second, the intranet portal cannot support multi-departments work in collaboration, thus, apart from collaboration of various departments, the process of administrative examination and approval requires to be optimized in association with the external network; third, it cannot efficiently help the management making decision, and a decision-support system is needed to solve this problem.This paper refers to the management and operating mechanism of government portal website, and aims to better position the government portal, widen its service areas and standardize the management system. It provides the government departments in Manchuria City with the information-based evaluation system for decision support, and also offers the basis for public administration innovation, which would definitely promote the information construction for this city.
