Research On The Responsibilities Of Local Government In Controlling Rural Environment

Since the reform and opening-up,Chinese industrialization process has been accelerating and the living standard of farmers has been greatly improved.However,the rural ecological environment has suffered serious damage and the governance of the rural environment has seriously lagged behind its economic development level.Rural environmental pollution not only brings physical and mental health hazards to the local residents,but also restricts the comprehensive development of the village.Due to the existence of the dual structure of urban and rural areas,the government has been pay attention to city area and ignores rural area in environmental management.Environmental management investment and policy are inclined to the city.The city's environmental governance has achieved good results,however,the rural environmental problems become increasingly urgent to be resolved.Rural environmental governance is a long-term,complex system project,and everyone wants to live in a beautiful environment,but everyone is not willing to pay for it.so the government has to bear this great project.The new Environmental Protection Law of People's Republic of China specifically defined,local governments are responsible for the environment of their administrative areas.This paper analyzes the causes and responsibilities of government responsibility in rural environment governance in China,and points out that there are some pollution problems in rural environment,lagging behind,law enforcement chaos and other real circumstances,the fundamental reason is that local governments cannot correctly understand the relationship between rural environment and economic development,leading to government failure.An old saying goes,stay in the mountains to worry about no firewood,the central government put forward Lucid waters and lush mountains are invaluable assets requires a correct solution to the contradiction between environment and development,adhere to the basic national policy of environmental protection unwavering.This paper argues that to strengthen the responsibility of local governments in rural environmental protection and improve the effect of environmental management,we must establish and improve the local government village protection mechanism,including but not limited to environmental advocacy,system norms,implementation mechanisms and accountability mechanisms,give full play to local government.Leading role,encourage multi-agent participation in governance,the formation of joint efforts.To create a new situation in which central government,local government,company,social organizations and individuals participate in rural environment governance.Finally,the countermeasures and suggestions on rural environmental protection are put forward.I hope that this paper can supply some reference value for local government in rural environmental protection,enhance the environmental responsibility of the local,and promote New Construction of the Rural,and build the livable rural ecological environment.
