Research On The Performance Of Representation Of Grassroots People's Congresses In China

People's congress system is the fundamentally political system of our country, in which people become their own masters. The NPC deputies elected by the masses have the rights of enacting legislation and managing state affairs, as a result the key point of fully embodying congress system's superiority depends on the deputies playing their role in maintaining close ties with the masses, listening to the sensibilities and public opinions, increasing interests of the public and promoting mutual communications between the government and the public. At present running state affairs according to law has become the mainstream of political management, in correspondence enhancing the work of the deputies to the NPC and giving full play to the dominant roles of the deputies' especially those in grass-roots level who account for 95% of the total numbers, have become the key problems to be solved urgently in the work of NPC.This paper illustrates and statistics the performance of the duties of the local deputies of Yanzhou on the basis of related concepts and theories. Abundant information on performing are colleted and settled in sessions and detailed surveys in adjournment through which the paper summarizes the difficulties and problems in the course of deputies' performance to further explore the reasons and the countermeasures to promote the efficiency of their performing. This paper consists of the following sections.?.Introduction. This chapter mainly analyzes the background and significance of the topic, and the research status at home and abroad as well. Based on all these conceptual frameworks above, the research method and the key point of this paper are being put forward.?.This chapter facilitates the research followed an overall recommendation of the performing foundation both in legal and theoretical level to the deputies performing their duty.?.The third chapter illustrates and statistics the performance of the duties of the local deputies both in session and adjournment on the basis of summarizing the development of the People's Congress of Yanzhou and the distribution and composition of the deputies at present. The proposals and its implementations are the emphasis in session as well as the detailed surveys and analysis on the political participation of both the deputies and the publics in adjournment.?. Combined with the experience and the analysis above, this chapter deeply discusses the difficulties and problems in the course of deputies' performance to further explore the reasons. The problems mainly exist in inadequate performance in session and formalization in adjournment. And the reasons are summarized as followed:the socio-cultural context of our country in this period of transformation, the defective mechanism in election and performing, inadequate qualities and abilities of the deputies.?. Suggestions on perfecting the performance of deputies to the People's Congress of grass-roots level. The first is to perfect the representative election system by strictly screened the deputies. The second is to improve the qualities and abilities of the deputies. Third, strengthening and standardizing the supervision mechanism. The fourth is to create a befitting environment by perfecting the security for the duty performing. And finally some exploratory suggestions to the political practice of the system of part-time NPC deputies are put forward.
