A Study On The Working System Issues Of Grass-roots NPC Deputies In Closely Contacting The People

The report of the 19 th National Congress of the Communist Party of China emphasizes that,to better play the role of the NPC deputies,the people’s congresses and their standing committees at all levels shall be built into working organs that fully assume the responsibilities conferred by the Constitution and laws,and shall become representative organs that maintains close contact with the people.The NPC deputies are the members and main bodies of the power organs of the state.The close contact with the people is the basis and guarantee for the deputies to perform their duties and function in accordance with the law,and it is also the foundation for the eternal vitality of the people’s congress system of the country.The important exposition of the "two organs" accurately positions the new requirements of the work of the people’s congress in the new era,and also points out the direction for long-term adherence and continuous improvement of the people’s congress system,and further puts forward higher requirements for the NPC deputies to closely contact the people.From the Constitution,to the Electoral Law,the Organization Law,and the Representative Law,and to the laws and regulations promulgated by the people’s congresses in various regions,there are provisions requesting the NPC deputies to closely contact the people.With the continuous development of Socialism with Chinese characteristics in the new era,the people’s participations in the country and social managements,the protection of self-rights and interests,and the pursuit of self-value are showing increasingly active trends.That puts forward higher demands on how to further improve the laws and regulations,how to regulate and ensure the full function of the NPC deputies in the new era of their representative roles,and how to continuously improve the performance of the duties.Based on my work practice,my reviews of the books,publications,papers,and related reports on the system of China’s People’s Congress and the system of representatives contacting the people,the comparisons of the experiences and practices of some regions in China I made and the analyses on the current situation of grass-roots NPC deputies contacting the people,this article will identify the difficulties,blocking points,and pain points in contacting the people by the grass-roots NPC deputies in the current economic and social development,and point out the issues including the arbitrariness of the constituency divisions in direct elections,the over-paid attention on the structural representativeness,the lack of initiative by the deputies in contacting the people,the spotty position building,the relatively simple channel,the not-sound-enough feedback mechanism to reflect the opinions of the people and the problems existing when the people supervise and/or dismiss the deputies.This article will also provide an in-depth analysis on the reasons of the issues of the grass-roots NPC deputies in contacting the people from the perspectives of the national legal system which is not sound enough,the insufficient publicity of the Constitution Law and the people’s congress system,the lack of sense of responsibility and comprehensive knowledge of the NPC deputies,the privilege ideas of the NPC deputies and the high costs in contacting the people,etc.This article further provides suggestions on countermeasures to improve the system of grass-roots NPC deputies contacting the people from the perspectives of improving the direct election system,improving the path for grass-roots NPC deputies to contact the people,improving the supervision and dismissal mechanism of grass-roots NPC deputies and improving the security system for the NPC deputies to perform their duties.The broadening of the channels for deputies to closely contact the people has smoothen the bridge between the party,the government and the people built by the NPC deputies,which has very important practical significance for further improving the people’s congress system,promoting the innovation of the theory and practice of the people’s congress system in the country,promoting the national governance system and governance capabilities,constructing a harmonious society and promoting the nation and the economic and social development.
