Research On The Countermeasures Of Public Participation In Anti-drug Work In The Frontier Ethnic Areas Of Yunnan Province

The special geographical location and historical factors make the Yunnan province a major channel and distribution and consuming center of “Golden Triangle” drugs home and broad.In recent years,the place of production,the species,production,transportation and consuming ways have changed a lot,now it appears that the new type of drugs have increased,crimes related to new type of drugs have been international,organizational,violent and professional.The “ice” drug is the typical drug,the drug-related cases,captured drugs and the drug consumers have upsoared in now days,which makes the Yunnan province a drug-abused center in China.Although the Chinese government has always take tough measures to address the drug problem,the capability and effect is limited.Therefore,the public participation in the anti-drugs undertaking not only broadens the anti-drug work,but also embodies the characters of anti-drug work in frontier minority areas.The public participation in anti-drug efforts in border areas must be an important part of anti-drug work in frontier minority areas,and the mature and effective participation can also be the secure garrantee to public safety and stability in border areas.This essay begins from two charaters in Yunnan province:the important channel and consuming center of drugs.On the one hand,by literature searching,this essay describes the current situation of drugs in Yunnan and peripheral areas,giving a summarization about the drug-crimes,researching the anti-drug measures and public participation in anti-drug efforts;On the other hand,by comparative studies,borrows the advanced system and ideas,connecting regulation characteristics of public participation in anti-drug efforts of border and minority areas,according to the code of “Government masters,public assists,participate scientifically ”,put out a public participation in anti-drug work model.That is to say:according to the difference in palce of drug production,transportion,the selling channel and the consuming market,make the practical anti-drug measures.Based on the model,the writer demonstrate the principles of public participation in anti-drug work:first,to divide three working levels,“point,line,surface”;second,to decrease the supply and need of drugs;third,differentiate the new type of drugs and the traditional drugs,and demonstrate the practical measures and suggestions of public participation in anti-drugs work,in order to facilitate society stability and safeguard national security in frontier minority areas.
