The report of the 20 th National Congress pointed out that "we must unswervingly implement the overall concept of national security,run the maintenance of national security through the entire process of all aspects of the work of the party and the state,and ensure national security and social stability",border ethnic areas are the frontier of China’s national security,and safeguarding public security in border ethnic areas is of great importance.As the main subject of public security governance,the government plays a leading role in public security governance.The limited nature of government functions makes it difficult to do a good job in personalized services for the last mile,so it is difficult to achieve the responsibility of public security governance in border ethnic areas by relying on the government’s single strength.In recent years,the role of social organizations in public security governance has attracted the attention of the government and society,and the government has issued relevant policies to guide and encourage social organizations to participate in public security governance and play a role.However,practice has proved that the role of social organizations in border ethnic areas in participating in public security governance has not been fully brought into play.Therefore,how to give full play to the role of social organizations in border ethnic areas in public security governance has become an important research theme.In many areas of border ethnic areas,the Xinjiang Uygur Autonomous Region(hereinafter referred to as Xinjiang)determines the importance and urgency of public security governance in Xinjiang due to its special geographical location,where traditional security,non-traditional security and modern security are intertwined,and present the characteristics of vulnerability and complexity.Taking Xinjiang as an example,in order to give full play to the role of Xinjiang social organizations in public security governance,the author deeply analyzes the problems and causes of Xinjiang’s social organizations’ participation in public security governance.The study finds that there are the following problems in the role of social organizations in Xinjiang in participating in public security governance: first,the number of social organizations is small;Second,the income situation is not high;Third,insufficient human resources;Fourth,the structure of the scope of action is not reasonable;Fifth,the level of party building is insufficient;Sixth,supervision is insufficient.The reasons for the problems in the role of social organizations in Xinjiang in participating in public security governance include: first,insufficient legal guarantees;Second,economic development is not fast;Third,the culture of charity needs to be developed.In view of the above-mentioned problems,in order to give full play to the role of Xinjiang social organizations in public security governance,it is mainly solved by strengthening the role of party building as a leading guarantee,expanding the scale of social organizations,strengthening the incentive mechanism for training professional talents,improving fundraising capabilities,improving legal guarantees,developing charity culture and strengthening supervision.
