Research On The Reform And Innovation Of The Tendering And Bidding Mechanism Of The Chinese Government

Tender and bid activities is a way of allocating resources rationally under the market economic system, it has to abide by certain rules which named tendering and bidding system for maintaining national collective and social public interests, planning social public resources reasonably as well as improving the development of economic steady. In china, the situation of tender and bid activities has changed from the stage of exploratory at the beginning to the stage of management and operation with the law at present, but still, our country in the period of economic transition, the establishment time of the tender and bidding system is not long enough, there are lots of defects compared with the developed countries and regions in terms of operating the mature and perfect tender and bidding system, therefore, Chinese government start to reform and innovate the tender and bidding mechanism in order to standardize and complete its behavior. In this paper, through literature research and inductive analysis of game theory and principal-agent theory in bidding, the application of research, starting from the development present situation and existing problems of the bidding system is analyzed, and through analyzing the current situation of the operation of the pharmaceutical industry bidding, thus there is a specific path for innovation in China bidding mechanism research, and from the construction bidding system in our country, perfect the laws and regulations, regulating the behavior of bidding aspect to bidding system innovation put forward countermeasures and Suggestions to our country.The main contents of this paper include:the introduction, this part mainly explores the realistic background as well as the theoretical significance of bidding and tendering system and expounds the theory of the bidding system from the study of many domestic and foreign scholars, also introduces the research methods and purpose as well as innovations, etc. The second part mainly defines the concept of bidding and tendering system and studies the theoretical foundation based on the related concepts and theoretical basis, such as the game of behavior theory and the principal-agent theory. The third part explores the current situation in terms of innovation and also analyses the current development as well as the existing problems of tender and bidding mechanism. The fourth part states the influence factors of tendering and bidding mechanism in our country especially studies the key point of innovation after the attendance of 18th CPCNational Congress, it also demonstrates the difficulties for innovating the bidding mechanism through analyzing the current situation and problems in the pharmaceutical industry in our country. The fifth part provides the suggestions of the specific ways to reform the tender and bidding system.
