Study On The Problems And Countermeasures Of Government Project Bidding And Tendering In Longquanyi District

At present,China’s socialist market economy is in a period of rapid development.From the beginning of the "13th Five-Year Plan",new city construction,old city renewal,ecological migration and other projects are being carried out closely,and the construction industry ushered in a thriving scene.In this context,the number of units that choose to work in the construction industry is also increasing.The limited number of projects and the sharp increase of bidding units lead to the phenomenon of "more men than women" appearing one after another,and the competition among the same industry is also intensifying.Bidding activity is undoubtedly the most important link in each link of a construction project.It will directly affect the smooth progress of the whole process to optimize the allocation of resources in the construction market through reasonable allocation of human,financial and resources.At present,laws and regulations related to bidding have been increasingly improved in China,and the public’s recognition of bidding activities is also rising day by day.Effectively avoid the lack of regulation in the process of bidding,can enhance a positive image,government can put an end to violations occur again,build the healthy,active,positive competition of construction market order,and ensure every efficient use of public funds,to improve people’s livelihood environment,improve residents’ life happiness,keep clean and efficient government running.At present,in the process of promoting government project bidding activities,there are some problems in the supervision part.For supervision of the procuratorial agency had a quantifiable in an industry standard,although the bidding activities with organizations form the task,but there is no system of pre-service training and assessment of mount guard strict requirements,lack of professional skills,professional quality,legal consciousness is not strong enough,can not guarantee the bidding activities smoothly.Discipline was not implemented in place in the bidding opening session,the competent department had fixed personnel responsible for bidding supervision,and the actual number of monitored tenders was not properly considered when approving the project,and the whole process of supervision could not be achieved.The follow-up supervision of the project is a mere formality,and there is no full-time professional to follow the whole process,which makes the final project quality difficult to be guaranteed.This article takes longquanyi district government project bidding supervision problem as the research subject,it actually happens in the district government project bidding project as an example,the outstanding problems that exist in the case of phenomenon as guide,take the way of questionnaire survey to confirm problem phenomenon has the research significance,find out the cause of the problems and the impact of.Using theoretical analysis,comparative research and empirical analysis,the scientific method as the research methods such as survey method,according to the theory of public service,public resources trading management theory,responsive regulatory theory as the research basis,in longquanyi district government project bidding supervision problem combing actual situation,summed up such outstanding problems as insufficient regulation is not rigorous,enforcement,and find out the essential causes for such problems.Learning scholars in domestic and foreign research results about the government’s project bidding regulation,as well as to the optimization measures of learning the advanced regions,from adding a procuratorial agency inspection supervision,standardize the bid opening link supervision,strengthen the bidding follow-up supervision system of three aspects: the optimization measures suited to local place characteristic,scientific and feasible.It is hoped that through the research of this paper,all walks of life of the society will attach great importance to the supervision process of government project bidding,and promote the continuous optimization and improvement of China’s bidding laws and regulations,policies and systems.It is also hoped to help Longquanyi District effectively avoid related problems in the future government project bidding supervision process,reduce the trouble of dealing with such problems,and improve the quality and efficiency of government projects in Longquanyi District.
