Research On The Administrative Payment Procedure In The Field Of Affordable Housing In China

Housing is the basic material conditions for people's survival and development.However,with the advancement of urbanization,housing prices which determined by the market have increased over the years.It has exceeded the actual purchasing power of ordinary people.Now housing problem of ordinary people has become one of focus of people's livelihood issues in our country.It is the responsibilities and obligations for government to meet the public demand for housing and guarantee the basic human rights to live.So,in order to improve people's livelihood and promote social equity and harmony,report of the 17th party congress has said that solving the housing problem is an important task which reflect that the government attaches great importance to the citizens' basic right.Indemnificatory house is a concrete manifestation of the government administrative obligations.It is the main measure for the government to meet the basic housing needs of ordinary residents,especially the poor and low-income families.However,during the process we have produced some questions of unfair distribution.In order to solve these problems,we need the process which is poor now to control the payment power.So the indemnificatory housing supply procedure research is very necessary.This paper applies the method of literature analysis.Through analysis the procedures of indemnificatory house,we need sum up the main problems of the procedure and put forward the corresponding measures.Only in this way can the government perfonn its obligations better.The content of paper is divided into the following four parts:The first part,discusses the basic theory of the system of indemnificatory housing supply procedures.On one hand we should introduce the connotation and characteristics of indemnificatory house as well as the necessity of supply procedure construction briefly.On the other we need focus on the supply procedure which depends on the theory of administrative process and the requirement of principle of due process.So we can make clearly the research ideas of the paper.The second part,introduce the main content of indemnificatory housing supply procedures.We grasp the content from the legal system construction and the existing main system.The third part,analyze the main problems and reasons in the indemnificatory housing supply procedures.According to the principle of due process,we have to talk about the main questions of different stages respectively.Then on the whole we should do a brief analysis about the causes of the problem.The fourth part,according to the main existing problems in each stages of indemnificatory housing supply procedures.We should put forward the advice to our indemnificatory housing supply procedures.The specific approach is covering the lack of procedure and improving the deficiency of the procedure in order to make it more strict and operable.
