With the accelerating of urbanization,more and more people crowded into cities,housing prices continue to rise,The basic housing demand of low and medium income family is becoming more and more difficult to achieve.Improving housing security level has become the focus of the whole society.At present our country has formed integrated security system composing of low-rent houses,public-rent housing,economical housing and capped-price housing.This article is in this context,from the angle of government,calculates the scale of the supply of indemnificatory housing.The purpose of this study is through the supply of indemnificatory housing in cities and towns to study the scale,the maximum to meet the housing needs of low-income groups,stabilize the housing market,and explore the scientific development of indemnificatory housing policy.At first,I use the literature research method to combine the current situation of the supply of affordable housing in cities and towns in our country,and then summarize the current problems in the process of implementation of affordable housing in cities and towns,on the basis of this,combining mathematical method to establish the GM(1,1)of equip-dimension grey filling vacancies and entropy value method of combination forecast model,and further from the angle of residents' housing affordability,through housing income line measurement model,combined with interval percentage method and income growth?the rents of public rental housing system,construct the new Planning and Construction Structure of Indemnificatory Housing.Then adopt the method of empirical study,calculate in detail about the construction proportion of public rental housing? affordable housing and price-limit housing as well as the new supply of Indemnificatory housing from 2015 to 2019 in Beijing,prediction and evaluation the reasonable supply and distribution of Indemnificatory Housing.The results showed that the Beijing housing security scale of affordable housing is higher from 2015-2019,but below 90 ? of housing construction up to 70%.Although public rental housing,affordable housing and price-limit housing security scale are trending down in the next few years,but public rental housing and 70 ?-90 ? of new security ratio is relatively high,and 60 ?-70 ? of new affordable housing guarantee rate is low.And combined with the present situation of supply of affordable housing in Beijing,from consummate affordable housing supply system,construction of housing gradient consumption system;Increase construction dynamics of public rental housing?smalland medium-sized model of ordinary commercial housing,formulate the annual supply of all kinds of housing scientifically and reasonably;the government should according to market changes construction structure to achieve the optimal effect of housing;establish an effective supervision mechanism,perfect the laws and regulations several aspects to put forward the urban low-income housing policy implementation strategy recommendations.The research about the scale of affordable housing and housing distribution and other related contents for consummates our country housing systemic theory research also can be used as a supplement,but also helps the government set of land use planning,rational distribution,avoid the blindness of construction,ensure the development of the housing market healthy and orderly.
