In 1978,Deng Xiaoping put forward the housing reform problem and began the prelude to the reform of China's housing system.From 2007 to now,the policy of public property rights of indemnificatory housing in China has been continuously constructed.Since Huai'an City was taken as a pilot project,it has been running in six cities in China.The Chinese government actively promotes the construction of the indemnificatory housing system and vigorously promotes the development of the common property rights of indemnificatory housing.However,there are still many problems and risks in the implementation of the common property right housing,which may hinder the development of China's security housing system.Aiming at the risk problems of common property houses.Firstly,this paper chooses the indemnificatory common property right house as the research object,expounds the research background,purpose and significance,then introduces the research status of indemnificatory housing common property right at home and abroad and the classification and concept of indemnificatory housing in China,briefly states the concept,characteristics and research significance of the indemnificatory common property right house,and uses the risk.Identification method,through reading and searching data and Delphi method,identifies the risk factors of China's common property right housing.Secondly,risk factors are analyzed from four major risk factors,such as government,economy,market and management.Adopting the methods of reliability analysis,correlation analysis,validity analysis and factor analysis,using SPSS22.0 software to analyze and collate the collected data,and comparing the risk factors from four aspects,the final risk evaluation index system table of the common property rights of the security housing is obtained.According to the clear hierarchical division of risk factors in the risk evaluation index system table,the fuzzy judgment matrix is constructed,the data is quantitatively analyzed and calculated,and the fuzzy comprehensive evaluation index system of risk factors is established.According to the results of fuzzy comprehensive evaluation index system,it is found that the risk evaluation grade of the development of the guaranteed common property rights belongs to the middle-small risk.The main risk factors are as follows: the risk of housing pricing,the risk of the guaranteed object,the risk of inflation,the risk of exit mechanism management,the risk of market supply and demand,and so on.The risk factors of power house are relatively large.Finally,according to the main risk factors of the common property right house and the risk weight index of fuzzy comprehensive evaluation,according to the problems of the common property right house in our country at present,the paper puts forward the risk countermeasures for the four risk factors of the government,economy,market and management.It provides a certain reference value for the government to rationally formulate the system of guaranteed common property right housing and explore relevant policies.
