Research On “Five Levels Of Governance” In The Panlong District Of Kunming City

At today with knowledge expansion,information explosion and economic marketization,the importance of community is more and more obvious,it is not only the most fundamental management unit of the city,but also becomes a vital window for the government public service,the important space for the community resident's life realizing the socialization process,the community management work also becomes one of the main reasons influencing the value and concept.The community is not only an important assistant of government management,but also bears much government work on reform transformation.Currently,the old community management mode can not adapt to the social development,the developed countries with the representatives of Beijing,Shanghai and Guangzhou have begun to use Internet + to actively explore the comprehensive,perfect and innovative community governance mode,and begun to promote in the whole country.With the guidance of governance theory,the paper makes a theoretical analysis on the data via literature research,questionnaire,interview,case analysis and other means,researches the current comparatively typical modes in the community governance.Combined with the implementation status of “five-level governance” in Panlong district community,Kunming city and the data of the questionnaire made in each community,it analyzes the advantage,disadvantage and reason of “five-level governance” in the community.With the reference of successful experience on the other community governance modes at home and abroad,it proposes the measures to improve “five-level governance” in Panlong district community,indicates to establish a governance mode of “harmonious governance” jointly cooperated and participated by the sub-district office,community resident committee and residences in the community governance in most small and medium cities.In a word,the paper aims to solve the following several problems via the discussion:Firstly,we shall make the top design leading by the system construction,establish the perfect community “five-level governance” policies and regulations;Secondly,we shall cultivate the community social organization,develop the multiple community governance subjects and improve the community autonomy ability based on the transparent and open audit system;Thirdly,we shall build the information comprehensive platform,create the composite team talent,perfect the assessment,incentive and supervision system of “five-level governance” in Panlong community with the focus of building the grid management system to operate “ five-level governance ” and ensure the normal operation of “ five-level governance” in the community.
