Research On The Legal Mechanism Of Water Environment Cooperation And Governance In The Greater Mekong Subregion

The Mekong River,as one of the most important international rivers in Southeast Asia,affects the production and life of the six countries in the subregion.With the strengthening of national economic strength,the development and utilization of the Mekong River water resources and areas are also expanding,from the initial irrigation,fisheries,development to today's shipping trade,hydropower development,tourism and other aspects.In the context of "one way",the Mekong subregion will actively carry out international cooperation in water resources,and the cooperation in energy,transportation and trade will continue to deepen.International water resources are shared,and their use must follow the principle of fair and equitable use of international water law and do not cause significant damage.It is inevitable that the development and utilization of the Mekong River water resources by the countries of the subregion or the development and utilization of water resources among the countries will have an impact on water resources.In view of the existing legal mechanism of cooperation in the Mekong River,the scope of cooperation is limited to the development and utilization of the Mekong River water resources,while the water environment problems caused by the development and utilization of water resources are less concerned,that is,the protection of water resources is ignored in the sub-region.However,with the development of water resources in the Mekong River in recent years,water environmental problems have become increasingly prominent.For example,water damage caused serious damage to sub-regional water bodies,and if dam construction threatens aquatic species,Reduce,or even endangered fish threatened by extinction.Therefore,in order to make the Mekong River water resources better and sustainable development and utilization,the protection of the water environment should be given the attention of the countries of the subregion.To establish effective water environmental protection mechanisms in the subregion,Cooperation in the protection of the water environment,the establishment of sub-regional specialized water environment cooperation legal mechanism.The writing idea of this paper is mainly along the way of asking questions,analyzing problems and solving problems.This paper is divided into four chapters.In the first chapter,the present situation of water resources development and utilization in the Mekong sub-region is analyzed,and the status quo of exploitation and utilization of Mekong River water resources and the development and utilization status of the six countries in the subregion are enumerated respectively.In the second chapter,we analyze the series of hazards caused by the sub-regional countries in the development and utilization of the Mekong River water resources,including the serious pollution of the water bodies and the reduction of aquatic species.In the third chapter,the author puts forward that the countries should cooperate to protect the water environment of the Mekong River and analyze the current situation of the legal mechanism of cooperation in the subregion.The current legal mechanism of water resources cooperation is put forward.In the fourth chapter,the author puts forward the idea of establishing the legal mechanism of water environment cooperation in the Mekong sub-region through the reference of the experience of the Rhine water resources management,hoping to solve the water environment problem of the Mekong River through effective measures.
