Research On The Problems And Countermeasures Of The Management Of The Discipline Inspection And Supervision Institutions In Yangzhou City

Since disciplinary inspection and supervision stationed institutions established in our country,they have been affected by dual leadership of commission for discipline inspection at the corresponding levels and the local bureau.Because of the increasingly protruding contradiction of current leadership system and working mechanism of discipline inspection with the new task and situation,in order to further adapt to the need of the social and economic development,the Central Commission for Discipline Inspection called the implementation of unified management reform of accredited institutions in 2004.However,Yangzhou disciplinary inspection and supervision stationed institutional reform has followed the nominal mode—"in stationed" since 2008.Due to the imperfect management system,unclear functions of positions,insufficient systems,unscientific evaluation mechanism and lack of supervision awareness,it causes weak executing and low enthusiasm of disciplinary inspection and supervision stationed institutions and less communication with the Yangzhou Commission for Discipline Inspection.It is difficult to focus on its main business.Based on the theory of public administration and analysis the advantages and disadvantages of main mode of the current disciplinary inspection and supervision stationed institutions unified management,combining with the actual situation of the unified management reform of the disciplinary inspection and supervision stationed institutions in Yangzhou,the writer hopes to seek the new breakthrough in organization design and organization management of disciplinary inspection and supervision stationed institutions and continue to deepen the disciplinary inspection and supervision stationed institutions for unified management system reform in Yangzhou,to obtain the advantage of deeply into the daily work of the department and highly integrated of anti-corruption resources to maintain independence and authority.The author hopes to follow the main line of direct leadership,management,with the target task of reform leadership system,rationalize working relationship,implement unified management,and strengthen supervision,firstly smooth the work relationship and improve the accredited institutions management mode;secondly strengthen vertical supervision to improve performance of their duties the performance of accredited institutions;thirdly,strengthen the team building to further enhance the abilities;finally,methods of supervision,multiple channels to strengthen the effectiveness supervision,to make the fundamental change of human resources and financial management in discipline inspection and supervision stationed institutions,to increase independence and authority,strengthen the function of discipline inspection organization and tighten the supervision of the department leadership and leading cadres in the unit.
