Issues Existed In The Stationed Discipline Inspection And Supervision Panel's Work Performance In W City And The Solutions

It was presented in the 19th Communist Party of China National Congress that boosting the leading function from the upper Discipline Inspection Commission,strengthening superincumbent organizational supervision,turning stationed supervision into institutional "probe" dispatched by the discipline inspection and supervision organ,endowing the stationed authority with powerful right to implement internal supervision and national monitoring,binding effectively the inner provisions of ruling party and national legislations.The New Party Constitution as well as Supervision Law achieved consensus on compliance,legality and authority of the stationed discipline inspection and supervision panel.Nevertheless,there are still limited theoretical basis and practical experience when it comes how to enforce tangibly the obligations granted by Party Constitution exerting truly authority of "dispatch" and advantages of " station".This article has summarized the stationed discipline inspection and supervision theory in domestic and created an all-sided clear system,practical work experience was considered and working performance of the stationed discipline inspection and supervision panel in W city was fully investigated.It is suggested that the lacks of independency,authority,professionalism and efficiency are happened in terms of the supervision performance in W city.By analyzing leadership system,management system,responsibility spectrum and cadre appointment,taking the actual situation into account,some suggestions like intensifying top-level design,distinguishing responsibility orientation,focusing on the main liability and business,innovating working mechanism and taking serious hands on team construction are put forward to promote fully the supervisory efficacy of stationed institution.
