The Local Government Deepens The Study On The Reform Of The Household Registration System

Planning pointed out that "13th Five-Year" to "promote the construction of new urbanization human centered,deepening the reform of the household registration system,and strive to achieve full coverage of basic public services.In recent years,with the acceleration of the new urbanization process,the reform of the household registration system has increasingly become the forefront of local government reform.In order to explore the reform of the household registration system in the key point and the focal point,to provide a reference in theory and Practice for the local government to further deepen the reform of the household registration system,this paper will take the "three circle theory" as the basic analysis frame of the article,through in-depth analysis of the status quo of China's household registration system reform,problems and causes and the practical experience of the reform of the household registration system in Chongqing City,based on the combination of theory and practice,put forward the deepening of the reform of the household registration system of local government policy recommendations.The article is divided into four parts.The first part,introduction.The main purpose of this study,the significance of research,domestic and foreign research review,research methods,research ideas,theoretical basis and analysis framework,as well as the focus of the study,difficulties and innovation;The second part,The main analysis of the status quo of China's household registration system reform,the main existing problems and their causes,the household registration system reform policy and representative practice were analyzed and discussed,based on the exploration of the reform in the value orientation,there are three aspects of the ability to protect the identity and support problems and the causes of failure;The third part,This paper mainly discusses the reform course of the reform of the household registration system in Chongqing from the perspective of the three circle theory and the achievements and shortcomings of the reform of the household registration system in Chongqing;The fourth part,This paper puts forward some suggestions for the development of the vision,the ability to develop,and the support and coordination of the reform proposals,hoping to provide some reference for the local government to achieve the harmonization and dynamic balance of the reform of the household registration system.In the context of comprehensive reform,the local government should share the household registration system reform dividend policy,must reform from three aspects of value,ability to coordinate and support,so in order to realize the dynamic balance of the household registration system reform.
