A Study On The Mid-Term Assessment Of People's Livelihood In The 13th Five-Year Plan Of Fuzhou

In the report of the 19 th National Congress of the Communist Party of China,President Xi Jinping talked about the 14 basic strategies that constitute the new era of upholding and developing socialism with Chinese characteristics.Two of those are closely related to the people's livelihood,one is adhere to the people as the center,the other is insist on safeguarding and improving people's livelihood in development,it can be seen that the people's livelihood has become the focus of governance.Nowadays,the 13 th Five-Year Plan is over halfway,how about the implementation of the people's Livelihood in the 13 th Five-Year Plan of Fuzhou? Has the goal been completed? Is the problem solved? Did the task go smoothly? What new situations and problems have arisen? Is the next step adjusted? It needs to carry out the assessment to facilitate the government take more measures or policies to improve the development of people's livelihood.Most development planning evaluation is based on the "facts" standard,and the evaluation conclusions also emphasize the "facts" effect.The feelings and experiences of people cannot be ignored in the assessments of people's livelihood,but the fact is that it's always ignores the social value of the planning implementation.In order to evaluate the people's livelihood in the 13 Five-Year Plan more systematically andcomprehensively,we learn from Fisher's public policy evaluation theory to builds a evaluation framework that adopts the standards of facts and values,and the methods combining empirical analysis and normative research which consist of project verification,scenario confirmation,social evaluation and social selection,so as to draw more scientific,systematic and comprehensive conclusions to promote the Fuzhou's government to carry out relevant work.Research shows that the implementation of people's livelihood in the 13 th five-year plan of Fuzhou is generally good which promotes the development of the people's livelihood in Fuzhou.The coverage and payment levels of public services have been significantly expanded and improved.The institution is gradually improving,and some issues have been resolved.The people are highly satisfied with the improvement of livelihoods.The results of the implementation of the plan can support the development of innovative economy and can lead people's values to social justice and self-potential development.However,there are still some shortcomings in people's livelihood that need to be solved.For example,the growth of residents' income is insufficient,preschool education and medical care is difficult and expensive,the development of pension services is still unbalanced.Therefore,this paper firstly proposes that all levels of government should reach a consensus on the coordinated development of economy and society.Secondly,continue toexpand the investment of people's livelihood funds,especially in the fields of education,medical care and social security.Thirdly,continue to optimize system construction and policy design,pay attention to the accessibility of policy resources and rights distribution.Finally,promote the improvement of public service system from basic balance to high-quality balance.
