With the ending of The Fifth Plenum of the 18th Central Committee of the Communist Party of China, the content of the" 13th Five-Year Plan"comes out.The plan requires that the state should actively establish a "resource-saving" and "environmentally friendly" society. At the same time, decentralization, poverty alleviation precise, scientific and technological innovation development concept widely discussed by everyone. However, to implement these development concept, to upgrade the socialist market economy in transition, party committees and governments at all levels must keep running scientific and efficient, and therefore improve the government’s performance appraisal system is imperative.As an organization that provide regional managements and public services, government should according to appropriate rules to manage affairs when using its powers.So "government performance" is a gradual warming hot issue which has currently attracted worldwide attention. The reason is that the evaluative country which established after the change of new public managements established under the background of new government management mechanism which based on the business management pattern.While as a core part of the government performance management, the Government Performance Evaluation System has attracted the attention of scholars of public administration and government from various coutries. The research of Government Performance evaluation index is earlier overseas, especially in some Western countries, through administrative reform since the 1970’s, government performance evaluation is not entirely according to the traditional index such as GNP and the scale of investment, growth rate, inflation rate as an evaluation and judging of government performance,but focus more on protecting public order, public infrastructure and other public goods and not to increase the tax burden of public services. While in China, since new China was founded, the Party committees and governments at all levels continuing to improve performance evaluation, but half-baked evaluation system also cause "achievement projects" and "image projects" and other unhealthy trendencies that suffering the community criticized. In the background of economy, society and cultural accelerating transformation, especially in the new requirements of "13th Five-Year plan", it is important to construct a government performance evaluation system that matches transformation and upgrading. For a long time, GDP and its growth rate has always been regarded as a core content to measure local government performance evaluation.GDP is an important indicator of economic development, as a standard for assessing local economic development is not altogerher inexcusable. But the excessive enphasis on GDP will mislead local governments attach importance to output, blind expansion projects, engage in building performance and image project. These forms are far more than substances so that governments ignore the people-oriented spirit of improving people’s livelihood.So the Party Central Committee has put forward that the government should not only take the GDP its growth rate as the main indicators of government performance evaluation, also the relevant departments can not view management effectiveness of provincial and municipal-level administrative base on this.The design of the current Chinese government performance index has a plenty of problems such as a lack of reasonable and scientific content, the logical existence challenge of the frame of performance index construction, these problems are not only the problems of design methods of performance index,but also affect the understanding of government performance, as well as the relationship between government and its design orientation of performance indicators, which influence each other, together formed a bottleneck which restricting the constrction of the government performance index system in China. On this basis, in this paper,through the research on the selection of the articles of index system and the method of construction, as well as the relevant evaluation system based on Anhui Province over the past few years, and combined with the latest work requirements of current government. Regardless of the focus on production indecators, or ecological protection, improving people’s livelihood and public respect for the supervision of government work, etc.. To ensure that the index system established in line with the actual situation of Anhui Province, and performance indicators have strong scientificaalness and rationality, so this article embarks from six viewpoint of the economic development, extracting efficiency and increasing quality, eco-development, social development, improving people’s livelihood, job evaluation,introduction and remove some indexes based on them.And ultimately determine the 56 secondary indicators.These indicators relate to the aspects that basically generalize the issues of social concern,and the key of government management that should grasp. After the establishment of indicators,using analytic hierarchy process and expert evaluation method, to re-determine the weight of each index. Finally, for the new indicators, By using the relevant data for a new round of scoring, observing whether the indicators is reasonable and effective or not.
