Being a pilot city for urbanization of Guangdong, Foshan has received the implementation of the reform of the household registration and a large-scale village-merging which brings a significant impact on population and family planning cause based on dual-system household management.In this paper, literature research, case study, comparative research, induction and deduction method and other research methods are conducted. Through the analysis of Foshan's household registration system reform and its impact on the work of family planning, the paper points out the following problems:The identity of urban residents and rural residents is difficult to define.Changing villages and "Literal urbanization" have caused inequity in the change and inequity of family planning policy.Other family planning benefit-oriented policy is under attack. Different standards are issued on rural residents and urban residents after their illegal birth-giving. The paper proposes the correspondent countermeasures according to the National Population and Family Planning Stipulation, the relevant provisions of Guangdong Province, and the actual situation of Foshan City with the hope to clearly define the objects by carrying forward the rural family planning policy, implement better the integration of urban and rural family planning reward preferential policies, standardize social compensation fee collection standards, and establish sharing mechanism of specific duties and demographic information. In addition, the paper gives a preliminary think to some supporting measures to promote "a comprehensive two-child policy". The paper holds expectations to lay the groundwork for further research and provide references for relevant functional departments to deepen reforms and improve relevant policies and measures.
