Research On The Long-term Mechanism Of Ecological Civilization Construction In China

Since the reform and opening,our country in remarkable achievements is also paid heavy resource environmental costs.Deal with the harsh constraint of resources and environment,the 18th CPC Central Committee report:"to promote the building of ecological civilization,put the construction of ecological civilization in prominence,blend in economic construction,political construction,cultural construction,social construction in all aspects and whole process." The Party put forward in the third plenary session of the 18th CPC Central Committee:"to speed up the construction of ecological civilization system,promote the harmonious development of man and nature new pattern of modernization construction." Xi Jinping also said:"only the strictest system,to the most rigorous legal system,to provide reliable guarantee for the construction of ecological civilization." Ecological civilization construction is a complicated system engineering,need to grasp the implementation of the system engineering way of thinking.Must be established a complete system of ecological civilization,comprehensive treatment,and various ways to form a complete long-term mechanism,to make the construction of ecological civilization to obtain actual effect.This paper adopts literature research,the multidisciplinary analysis,the method of theory with practice.Firstly,discussing the concept of ecological civilization construction of long-term mechanism and basis,which is to answer a question about"what is it".The mechanism of ecological civilization construction is system of ecological civilization organic combination between the internal parts and operation system.Ecological system of Chinese traditional culture,ideology,Marx and Engels"two reconciliation" ideology,the Communist Party of China about the ecological system construction,is the theory basis of the mechanism of ecological civilization construction.Frequent ecological accident in our country as the construction of ecological civilization system provides a realistic basis.Secondly,to clarify the content of ecological civilization construction of long-term mechanism,which is to answers the question about "why do it".Ecological civilization constructions of long-term mechanism,including the constraint mechanism,supervision mechanism,incentive mechanism,market mechanism.Among them,civilization constructions of restraint mechanism including ecological rules,ecological accountability,enterprises self-discipline;Ecological civilization construction of incentive mechanism including the spiritual and material incentives;Ecological civilization constructions of the market mechanism including compensation paid use of resources,ecological protection,sewage,carbon and water right transaction;Ecological civilization construction supervision mechanism includes the government supervision,media supervision,public supervision.Finally,this paper discusses the ecological civilization construction of long-term mechanism guarantee conditions,answers the question about "how to do it".The four mechanisms of ecological civilization construction organically are unified,sufficient play well in the construction of ecological civilization leading role of the party's leading role as the core,the environmental protection department,people's mainstay function,using the scientific method of systems engineering,make the ecological civilization construction of the"big four" mechanism to play a role of long-acting.
