The Research On The Long-Term Mechanism Of Volunteer Service In The Development Of Urban Civilization

With the rapid development of China’s economy and the promotion of comprehensive national strength,the Communist party of China and the government pay more and more attention to the construction of spiritual civilization.The harmonious development of material civilization and spiritual civilization is not only the inevitable requirement of adhering to and developing socialism with Chinese characteristics,but also the inherent meaning of building a well-off society in an all-round way.Urban civilization is not only the product of human civilization,but also the epitome and carrier of human civilization.At the same time,it is also a driving force for the further development of public civilization.The development of urban civilization is a long-term and systematic project,which requires the joint participation and cooperation of all kinds of social forces.Rising in the mid and late 1980s,based on the principles of voluntariness,non-profit,equality,honesty and legality,volunteer service develops rapidly,which is of great significance in promoting the development of our society and the construction of urban civilization.Volunteer service can play a very important role as a way to be used as the spiritual motivation for the development of urban civilization,the path to the practice of public civilized behavior of citizens,the important force of building urban civilization atmosphere and the platform for social mobilization of urban civilization construction.Although the field of volunteer service in the development of urban civilization is expanding,the number of volunteers is increasing,and the positive role of volunteering is highlighting,in general,the organizational mechanism,the incentive mechanism,the training mechanism and the supporting mechanism of voluntary service are not complete still.Specifically,the following aspects are:firstly,the penetration rate of the voluntary service sites are not enough.On one hand,many public places are lack of volunteer service sites,on the other hand,the existing voluntary service sites are not fully utilized.Secondly,the incentive mechanism is not perfect,the way of incentive is unitary,and there is not a complete set of incentive mechanism.Thirdly,there is insufficient understanding of volunteer training in the process of building civilized cities.The training content is short of pertinence and the training form is single.Fourthly,there is a lack of specific laws and corresponding regulations to systematically stipulate the specific contents of volunteer service and the rights and obligations of volunteers in the process of urban civilization construction.Meanwhile,lacking of funds to maintain the long-term development of voluntary service,the development of voluntary service often falls into financial difficulties.In view of these problems in the development of urban civilization,we need further establishment and improvement,so as to give full play to the long-term mechanism of volunteer service in the process of urban civilization development.First of all,we should set up volunteer service stations in public places,and improve the utilization rate of volunteer service sites,create a good development environment for volunteer service development,and improve the level of volunteer service social participation.Secondly,we should always adhere to the principle of people-oriented and apply different incentive measures according to the different voluntary service activities,combining material incentives with spiritual incentives,combining positive incentives with negative incentives,and expanding the scope of motivation.And we need to enhance the enthusiasm of volunteers to participate in voluntary activities,gradually transform volunteer service into a regular volunteer service.Then,we require to improve the awareness of volunteer organizations and volunteers in volunteering training,combine training contents with volunteer service as well as improve the training pertinence.At the same time,a variety of training activities are need to be carried out to improve the professional skills of volunteers.Last but not least,we can learn from foreign advanced countries on volunteer service legislation especially successful experience,based on the development situation of our country,improve the relevant policies of voluntary service in the construction of civilized city and introduce a national voluntary service law with Chinese characteristics.Facing the plight of the shortage of voluntary services in the process of building a civilized city,we can find our way out from volunteer organizations,governments and society.
