With the advancement of urbanization in China,Urban management is becoming more and more important.as the most obvious and prominent problem in city management,street vendors have aroused more and more concern of the government and the public.As a combination of low level of production and labor,the existence of street vendors have objective necessity,undeniably,they bring some convenience to the life of urban residents,and make up for some gaps in the current urban economic development.However,it is inevitable to have some negative externalities.In the key period of constructing service oriented government in China,the government's public service functions should to be highlighted.How to reflect the people-oriented,to solve the livelihood problems of street vendors is crucial.On the base of Law enforcement dilemma of street vendors faced and he concept of people-oriented,this article will transform ideas,from the perspective of mobile vendors will,analyse of their orientation in the face of different methods of law enforcement and what are the significant factors that influence their choices,and then we study how to construct multiple law enforcement pattern in accordance with the reality of such vendors according to these factors,in order to provide countermeasures to solve the problems of urban management.Accordingly,we will take the New District in Wuxi as a case,select fruit vendors as the research object,and then analyze the factors that influence street vendors' willingness through the Probit model,in order to grasp the effects of different factors on street vendors' willingness to accept different law enforcement.The results are as follows:first,the female,the young and the people who have shorter operating time are more likely to accept education and advice.Second,the individuals who do not have residence permit,have longer working years,mobile operating income account for the higher proportion of total household income,have lower household incomes per capita,take motor tricycles as operating tools,have longer operating time are more likely to accept short duration buckles and punishment.Third,the female,the old,the people who have residence permit,have shorter working years,have higher household incomes per capita and take truck as operating tools are more likely to accept to be dredged.According to the results of empirical analysis,the following policy recommendations:(1)use education and advice or persuasion for female vendors;(2)use education and advice for younger vendors and persuasion for older vendors;(3)use short duration buckles and punishment for vendors without residence permit and persuasion for vendors with residence permit;(4)use short duration buckles and punishment for vendors with familiar faces and education and advice or persuasion for vendors with new faces;(5)use persuasion for vendors with good family condition and short duration buckles and punishment for vendors with poor family condition;(6)use short duration buckles and punishment for vendors who use motor tricycle as a tool and persuasion for vendors who use truck as a tool.
