Research On Collective Petition Incidents Triggered By Public Policy

As a new trend of the present petition form,the collective petition event triggered by public policy has become more and more frequent in recent years.In addition to such a large-scale events,destructive and other general characteristics,but also has the main petitioners more Tolerance,letters and visits departments with relative initiative,involving a wide range of cases,and social ties more closely and so unique.It also has the generation logic different from the general petitioning event.It is the inevitable result of the social de velopment and the awakening of the citizen consciousness.It is the result that the existing governance way lags behind the social deve lopment.Through the field investigation and study in Zhejiang Bureau of Letters and Visits,we have selected two typical cases for deta iled analysis,through the combination of theory and case approach we found that the current approach in dealing with such incidents i n China is still very immature.The existence of rigid governance and excessive use of discretion,and many other issues,found in these issues,based on two aspects from the specimen to find ways to solve such incidents.In terms of the temporary solution,the department should impr ove its operation mechanism,open up special green channel for the collective petition event triggered by the public policy,establish the leadership responsibility system of the petition,and pay attention to cultivate the special visiting talent,and strive after the incident.Harm to a minimum.At the root of the problem,the use of new media technology and the building of think tanks to improve the scie ntific nature of public policy and rationality,and improve the efficiency of government departments,but also the establishment of comprehensive compensation policy support system for the source to eliminate.
