The New Deal in the late Qing Dynasty was a significant reform movement and the last-ditch effort of the Qing Government taking place in the twilight of its rein.The reform had involved a wide range of areas,such as politics,military and economy,etc.Study on and learn from the reasons of failure of political reform of the New Deal in the late Qing Dynasty,which can provide a reference for China's current political reform.Through a thorough survey of the diversified political and cultural background and the measures of the political reform,this paper proceeds from the perspectives of politics and works the relevant theories of political reform,political development and political modernization in,which concludes the failure of the political reform mainly because of its contempt for the importance of the common aspiration of the people to a political reform ignoring the great political potential and political power of the people,besides the surface factors such as weakness of national power and the joint hindrance from domestic and foreign force.The political reform superficially defeated by the Revolution of 1911,which however virtually resulted from absolutely deviating from the popular support and gradually decaying of government from the inside out.Rather than unifying all social hierarchies and classes under the banner of the reform,considered only the political interests of their own class,forcing the original advocates of the political reform,as well as the swinging centrists,into supporters of a political revolution.A reform will inevitably fall into misfortunes when it is led by people with selfishness,which is a taboo for reformists and also should be a warning for the Communist Party of China on the way of deepening the reforms. |
