The media of television possesses strong power and the complex statements in practical management, which leads to the governmental regulations were strengthened, therefore, the conflict between the government and the media were performed obviously. It is a hotspot for researching the regulations in the field of television media. Whereas the legal researches for media were mainly focus on the macro dimension, deficiency of text analyzed for material law or regulations. So that conclusions seems hollow and insufficient persuasion, such as the characters or disadvantages of television mass regulations which were devoid of the detailed support. In addition, the relevant researches focus on either the past or the future that assumed the possible legislation, neglect the present regulation or policy. In this article, we expect to analyze the emphasis for management, characters, control methods, control objective and so on, in order to reflect the relevant characters of governmental regulations for mass media, all of which based on the dimensions of macro and micro, the angle of policies analysis, and the research object are regulations were issued by The State Administration of Radio Film and Television.Through vary pathway, this article has collected more than 400 regulations and policies since 2001 that were issued by The State Administration of Radio Film and Television. The quality, contents, emphasis and effectiveness towards the issued documents were analyzed. As far as quantity concerned, it can be found that the amounts of issue regulations increase gradually, compare with the before period and after 2001, the average amount as twice after 2001. it can be withhold the conclusion of the television media regulations were strengthened. From the contents, The State Administration of Radio Film and Television implement the function by issuing the regulatory documents. The text including regular management according to department rules, announces for everyday life, dispose the actions of against the law or regulations, and formulate provisions for industry standard and so on. The State Administration of Radio Film and Television adopt the department rules who superior the regulatory documents to make up the scarcity in administrative regulations. On the emphasis, The State Administration of Radio Film and Television has obvious emphasis that focus on set down the administrative rules, promote from the administration to corporation, the policy on spreading the digital television, and establish the industry technology standard and so on. Thirdly, the effectiveness of regulations is too low to be ignored by television media. Many problems even are repeated frequently, the relevant regulations can not be implemented effectively. All which explain The State Administration of Radio Film and Television are short of effective policy power.
