August 1993,the State Council promulgated the "Provisional Regulations on Civil Servants" as the legal basis of the national executive staff in recruitment,appraisal,rights and obligations.Since the implementation of the national civil service examinations,the number of candidates for the civil service is increasing every year.The number of the country civil service examination in 2004 is about120,000 and with the increment in the number of job recruitment and the recruiting candidates,it has been 15.2 million in 2014.The fever of Public examination has spawned a new industry,the civil service exam training institutions.Because the exam of civil service is difficult,the most of the candidates just have a cavity enthusiasm,but are lost on how to prepare for the civil service exam.Therefore,seeking exam training institutions becomes a lot of candidates' choices.How to stand out in a number of training institutions and maintain a competitive advantage,enabling more candidates to choose their own? This is a problem faced by every training institutions.Although the marketing demands for public examination is large,it is not difficult to find that from 2015,the number of recruiting civil servants began to decline and so does in 2016.The experts predict that this tendency would continue in the next few years.How the changes in the market will influence the civil service training institutions? How should the public examination training institutions be to maintain stable development in the changing market environment? In this paper,efforts are made in the following research areas:(1)Introduces the research status of the public examination system and training institutions,and on the basis of predecessors this paper puts forward ideas and innovations.(2)Discusses the theory of the civil service,the definition of civil servants,the definition of the civil service examination,the characteristics of merit system and analyzes the problems of merit system.(3)Introduces the basic situation of Huatu education and training institutions,and from the aspects of strengths,weaknesses,opportunities and threats,carries out a detailed SWOT analysis and summary,to lay the foundation for further inquiry Huatu education to meet the changing market environment.(4)Through the combination of field surveys and Internet surveys,investigates the social attitude towards the profession of civil servants,the cognitive status of the civil service exam training institutions(Huatu education)as well as for civil servants in the future development trend forecasting and other issues.Use SPSS software to carry out the findings of the survey and by the questionnaire analysis,regression analysis,correlation analysis and principal component analysis,from the perspective of theoretical and scientific,explores what factors affect people's preferences on the civil service exam training institutions,what factors affect people's willingness to apply for civil service,what is the better way for marketing and other issues.(5)Based on the results of SPSS analysis,proposes targeted marketing strategies for Huatu education,which has a positive effect on the development of Huatu education,achieving the sustainable development of enterprises.(6)Summary the conclusions and disadvantages of this article and point out the problems to solve and the study directions in the future.
