On The Construction Of The Cooperative Governance Practice Model

The idea of cooperative governance is the product of summarizing and reflecting the dominant logic and marketization of public management.With the appearance of disadvantages in new public management,people desire to seek a theory which not only stresses government responsibility under democratic institutions,but also remains the strength of the market and the society in the thought of new public management movement to overcome the disadvantages of government overall control of public service.It can be said that governance theory satisfies this need and this directly makes it become the hot focus of theory and practice in the field of public management in the past 20 years.The paper mainly takes the fundamental theoretical viewpoints of cooperative governance as the basis,applies the configuration of discretion as the dimension of mode typology and seeks the typical cases that conform to the connotation of cooperative governance.For example,the comparison between Chinese and western cases-purchasing service case Suzhou public bike,rural autonomous irrigation in self-governance Pishihang irrigated area as well as the treatment of public rivers in Los Angeles,the comparison between the franchising Sichuan Bifengxia Scanic Spot and the Millennium Park case in Chicago.Under Chinese and western different backgrounds,the paper compares the successful and failed cases,summarizes China's experience for success,observes the existing basic mode in the practice of cooperative governance and analyzes the characteristics constitution and application conditions of every mode.Through making summary and comparison on the three cooperative governance modes,the paper is aimed at helping the implementers of cooperative governance deeply understand the internal mechanism of the particular cooperative governance mode and the matchability of the conditions,which can improve the effectiveness of practical application.In addition to the introduction,this paper is divided into five chapters.Part one describes the theoretical basis for cooperative governance mode,reviewing a lot of literatures,combed the connotation of collaborative governance home and abroad,and as standard of case selecting.From rational analysis the rationality of using a case study on cooperate governance mode,institutionalization as logical basis.Finally,applies the configuration of discretion as the dimension of mode typology,as theoretical basis for the following discussion.Second to the fourth chapters,apply the configuration of discretion as the dimension of mode typology,Government Purchase,Self-governance and Franchise.There are other modes,but modes have replication,only describing some characteristics of the transaction.Through teasing out a case or comparing of SinoWestern cases,analyzing from the 5 dimensions of constructing mode,with some particularity and its rise as universal tools.The fifth chapter is the conclusion.It compares the three modes and comes to the conclusion that every mode has its advantages and disadvantages as well as the applicable situation.A good mode does not mean to be applicable to all circumstances.The significance of the paper is to clarify the application scope of a mode and then use it rationally.Therefore,the paper especially stresses that the cost of cooperation is the alienation of discretion.In other words,it tries to achieve the situation that government,social strength and private enterprises to share power together and get controlled at the same time.This paper strives to guide the research of cooperative governance to the application which pursues institutionalization as the goal.For the manager who plans to apply some kind of theory for institutionalization,it is very necessary to choose a certain mode based on institutional factors and the relevant factors.For the practical implementers,considering all restrictive conditions of time and space,cooperative governance mode extracted from the successful practice has more individual micro-operability and universality.
