Research On The Construction Of Cooperative Governance System In Unmanned Retail Industry

As a new form of business and retail industry in the process of transformation and upgrading in recent years,unmanned retail has caused the common concern of venture capital and the public.Strengthening the supervision and management of the unmanned retail industry is of great significance in responding to the voices of the people,promoting the industry's standardized operations,and promoting social stability.Based on the theory of cooperative governance,this paper explores the importance and limitations of government regulation in the management of unmanned retail industry.It takes the cooperative governance in the supervision of unmanned retail industry as the research object,and sorts out the development status and risk hazards of the unmanned retail industry.Taking the actual situation of supervision and management of unmanned retail industry in a certain district of Shanghai as a case study,the demand,problems and causes of unmanned retail industry governance,and put forward countermeasures and suggestions for improving industry supervision and promoting the construction of cooperative management of unmanned retail industry.It provides a feasible solution for the current chaos in the unmanned retail industry in China.The study found that unmanned retailing has some problems in terms of industry governance while facilitating consumer consumption.From the perspective of consumers,food safety,equipment quality,payment security and credit safety are the regulatory governance directions that need to be emphasized.Through the investigation of the status quo of unmanned retail industry governance in a certain district of Shanghai,it is found that there is a shortcoming in the management of unmanned retail industry in terms of government “meta-governance” and the co-governance of industry associations.There are mainly problems of government supervision,such as single supervision mode,backward concept and low efficiency.The problems of social co-governance mainly include insufficient participation and ineffective co-administration,which restricts the standard development of the industry and requires supervision mechanisms and systems.This paper explores the establishment of a cooperative governance optimization framework based on government supervision and industry associations to promote governance and cooperation governance optimization framework social organization synergy and governance,and build a“government + industry association society”cooperation and govenrnance system.In terms of government supervision,we will improve the corresponding norms and regulations on food safety,online payment,and credit supervision,and combine rewards and punishments to improve the consumer protection mechanism;use information technology and intelligent means to improve supervision efficiency and strengthen cross-departmental and inter-regional supervision and enforcement Collaboration.In the aspect of social co-governance,the supervision,restriction and guidance functions of industry associations are implemented,and the violations of enterprises are restricted through the reputation mechanism.Industry managers need to update and upgrade knowledge and capabilities in terms of knowledge reserves,professional skills,information application capabilities,and governance concepts,and do a good job in "Internet +" industry governance.
