| In recent years,in order to promote economic development and improve social services,local governments have launched a series of megaprojects,such as urban rail transit projects,water conservancy and hydropower projects,chemical and energy projects,etc.Because of long construction cycle,complex system and many participants,megaprojects may face multiple risks in the whole life.So they are extremely vulnerable to safety accidents and social instability incidents,resulting in casualties and property losses,causing significant negative impacts on society,economy,environment,and endangering social public security.In the new century,our country have proposed to build a social governance pattern of coconstruction,co-governance and sharing,and pointed out clearly that we should improve the public security system,improve the safety production responsibility system,and resolutely curb major and extraordinary safety accidents.Judging from the current research of megaprojects safety,the research is focused on the control of internal safety risks.The external social risk governance from the perspective of social stability has also researched,but the research from the perspective of social public security governance of megaprojects is still lacked.Therefore,based on collaborative governance theory,life-cycle theory,stakeholder theory and safety barrier theory,the formation mechanism and governance of social public safety risk of megaprojects are researched by means of literature reviews,case study and 2-mode network analysis.(1)The concept of social public security in megaprojects is defined and the meaning of governance of social public security in megaprojects and three-dimensional collaborative model are proposed on the basis of fully understanding of megaprojects and social public security.(2)The accident causation of social public safety in megaprojects are analyzed based on socio-technical system theory by collecting accident cases.According to the general mechanism of risk generation and the failure of safety barrier,the forming mechanism of social public safety risk in megaprojects is put forward: risk factors ? preventive safety barrier failed ? risk events ? mitigating safety barrier failed ? risk consequence.The forming mechanism is illustrated by the cases of internal and external social public safety accidents in megaprojects.(3)27 risk factors and 11 stakeholders affecting social public safety in megaprojects are identified by literature and cases based on life-cycle theory and stakeholder theory.And the checklist of social public safety risk and stakeholder is constructed.(4)Based on the checklist of social public safety risk and stakeholder,the "stakeholder-safety risk factors" 2-mode data matrix and relationship network of social public safety in megaprojects are formed through sorting out 43 megaprojects social public safety accidents.According to the 2-mode network analysis,the relationship between stakeholders and safety risk,the relationship among stakeholders and the relationship among safety risks are analyzed.Based on the qualitative and quantitative analysis of the relationships,11 stakeholders and 27 risk factors of social public security are divided into three areas: core——half-edge—edge.(5)Based on collaborative governance theory,the collaborative governance model of social public safety in megaprojects is constructed from the three dimensions of governing subject,governing process and governing tools.Firstly,in the governing subject,the relationship and existing problems of governing subject are analyzed,then synergistic measures for the existing problems are put forward.Secondly,in the governing process,the safety risks and main governing subjects in each stage of governance are clarified.Finally,in the governing tools,from the four dimensions of technology and equipment,organization and management,legal system and social culture,the specific measures to control the social public safety risk in megaprojects are put forward from the government,enterprises and public. |
