Research On The Government Functions In The Development Of Farmers' Professional Cooperatives In Jiangdu District

As a new-type rural economic cooperative organization,Famers' Professional Cooperative is an important vehicle to enhance the agro-market's competitiveness,expand the peasants' income increasing ways as well as increase the rural development's inner motivation.Chinese Famers' Professional Cooperative's development is still at the preliminary stage.Various defects exist within the organization forms,operation modes and distribution methods.Thus,it is necessary to make a careful study on the functionary mechanism of the local government in the Famers' Professional Cooperative's development in order to promote its steady and fast development.Based mainly on the theory of the relationship between the government and the market and the theory of the dialectical relationship between the Necessity and Possibility,this paper puts emphasis on the relevant issues of the government functions in Jiangdu Famers' Professional Cooperative's management,especially in the market activities.According to the method of literature research,investigation of interview and comparative analysis,this paper concerns the study of the government functions in the development of Jiangdu Famers' Professional Cooperative.This paper at first sums up the document literature at home and abroad about the government functions in the development of the Famers' Professional Cooperative.The practice of China's development and the experiences of foreign countries both proves that the government has indeed played a significant role in the development of the Famers' Professional Cooperative.On the basis of the statistical analysis of the questionnaire,t this paper presents the general situation of the development of Jiangdu's Famers' Professional Cooperative and makes the Possibility analysis on the displaying situation of the government functions.In order to investigate accurately the main problems and defects of the government functions in the development of Jiangdu's Famers' Professional Cooperative,the writer gives a general review of the development of China's Famers' Professional Cooperative and the government functions' displaying situation in recent years and makes a Necessity research on the government functions.Mainly employing the method of the comparative analysis of the Necessity and Possibility,this paper summarizes the main problems and some aspects to be improved of the current government functions in the development of Jiangdu's Famers' Professional Cooperative.Combining the experiences of the government functions in the development of Linhai's Famers' Professional Cooperative,this paper proposes some relevant measures from four aspects:policy-making,management services,element-supporting and propaganda-training.The main innovation of this paper lies that it employs the method of comparative analysis of Necessity and Possibility.After discussing and analyzing respectively about the Necessity and Possibility of the government functions,we can clearly notice the similarities and differences between the Necessity and Possibility and analyze the problems and defects of the government functions.In addition,in the process of proposing problems and finding out the solutions,this paper is always around the four main aspects:policy-making,management services,element-supporting and propaganda-training and insists any problem be matched one-for-one with solution,which is highly persuasive and pertinent.
