Research On The Optimization Of Local Government Functions In Promoting Local Commercial Banks To Serve Rural Industrial Developmen

Rural Revitalization is a major decision and deployment made at the19 th National Congress of the Communist Party of China and a major historical task to win a decisive victory in building a moderately prosperous society and a modern socialist country in all respects.As an important participant in rural revitalization,local commercial banks play an important role and shoulder important responsibilities and missions in promoting the development of rural industries in China.It is of great theoretical and practical significance for local commercial banks growing up under the background of government support to play their role as participants in the development of rural industries and further improve the ability of local commercial banks to provide policy financial services to support the implementation of major national strategies.At this stage,the current situation of agricultural and rural development is the biggest short board restricting China’s modernization.Whether rural construction can make a major breakthrough lies in making up the short board of agriculture and rural areas,and the key to achieving this goal lies in the investment of the government and finance in agriculture and rural areas.Starting from the research on the function of the government in promoting the development of rural industries by local commercial banks,this paper summarizes the performance of the government’s functions through policy guidance,system guarantee,service system and supply mode,and analyzes the current situation of the government’s function in promoting the development of rural industries by local commercial banks,in view of the problems of the government in promoting the coordinated service of Finance and finance and the insufficient ability of performing its duties,this paper analyzes the main causes of the problems by using the core viewpoints of government function theory and new public service theory,such as the financial system and the financial environment are not integrated with the government,and the supporting policies are not in place.In view of these reasons,we should further improve and optimize the feasible suggestions for the government to serve the development of rural industry in local commercial banks,such as strengthening the guidance of financial policy,optimizing the guarantee of industrial financial service system,building a multi-level inclusive financial service system,exploring diversified financial service supply mode.Through the optimization of government functions,the development mechanism of rural industries has been further improved,and the ability of local commercial banks to serve the development of rural industries has been significantly improved.
