Singapore's Integrity Building Research

According to "global corruption perceptions index" released by "transparency international" organization,Singapore ranked seventh,is the only Asian country of the world’s ten largest clean countries. Singapore is a very interesting country, it is in Chinese and western culture converge in the malacca strait, eighty percent of the population are Chinese,as a former British colony,it was influenced by the traditional Chinese cultural values,and the erosion of western culture. Singapore’s land area is equivalent to 1.5 times that of haidian district of Beijing. Population is equivalent to fengtai district resident, but Singapore has created the attention of the world’s political,economic and social development miracle over the past few decades. Singapore refused to western textbook democratic model, developed a set of unique political,economic,and social management system. Singapore government’s tentacles involved in all aspects of social and economic, provided people with world class quality housing, education and health care services, it has been rated as one of the world’s most clean country for more than ten years. Although it is a "little red dot" on the map , but it has been exported "Singapore experience" to the world.This paper discussed the overall operation mechanism of the cultivation of clean government of Singapore and its enlightenment to our country anti-corruption work.Singapore’s anti-corruption strategy has formed the whole together, from the authoritarian politics, independent corruption bureau of investigation,a complete system of public servants to deep clean and honest culture, highly legalization construction, layer upon layer clasped and interact with each other in Singapore unique political, economic and social environment, played a huge role. In short,mature and closely anti-corruption legal system and independent corruption bureau of investigation is the cultivation of clean government system foundation,complete and strict promoting factor of the civil service system is to build a clean government and powerful authoritarian politics is a political premise, the cultivation of clean government and deep clean and honest culture is not only the social effect,anti-corruption is important force to promote the cultivation of clean government lasting operation. This article summarizes the successful experience of Singapore to build a clean government, at the same time, objectively analyzed the challenges faced by Singapore mode, as the change of internal and external political, economic, and social forces and the development, the effectiveness of anti-corruption pattern for Singapore and persistent challenge. In reference and draw lessons from Singapore’s experience,we should also be aware of the Singapore model has uniqueness,it is a product formed under specific environment, not blindly follow suit, copying can achieve the same result, must be combined with our own national conditions and actual situation.For anti-corruption work in China, there are several main factors in the Singapore model: leaders strongly against corruption will, an independent anti-corruption agency, height under the rule of law construction, extensive and honest cultural construction and so on can be for our reference and absorption.Singapore’s model of the current our country the most meaningful reference value lies in the successful experience of the similar system under the background,because the two countries have many similarities in political system, social culture and the pattern of economic development, Singapore has been proven effective measures, for the anti-corruption work is of great realistic significance in our country, we should constantly explore and try, sums up the true strategy and policy for the anti-corruption of our country.
