The socialist movement in the developed capitalist countries is an important part of the world socialist movement.France is one of the most important countries in developed capitalist countries. The French Communist Party is not only the fourth largest party in the country, but also the largest communist party in Western Europe at present. Therefore, the socialist theory and practice of the French Communist Party has a great influence on the socialist movement in France, Western Europe and the world. The theory and practice of "Neo-communism"is the latest exploration achievements of the French Communist Party. The study of "Neo-communism" is of great significance and value to grasp the development front of the socialist movement in the developed capitalist countries. This paper includes two parts: the introduction and the main body of the paper. The introduction part mainly introduces the background and significance of the topic, research status and methods, innovation points and deficiencies, etc .The main body of the paper is divided into three chapters. Chapter One elaborates the background and the process of the emergence and development of "Neo-communism" theory. In the late 20th century, the "world situation","national conditions" and "party affiliation"faced by the French Communist Party have undergone tremendous changes. The new scientific and technological revolution flourished, and the political, economic and social structure of the modern capitalist countries such as France had undergone profound changes. At the same time, the world socialist movement is at a low ebb.The failure of "European Communism", especially the drastic changes in the Soviet Union and Eastern Europe, has severely damaged the world socialist movement. The theory and practice of "Neo-communism" is a positive response to the new situation and problems in the late twentieth Century, on the basis of the special situation of France. The trajectory of the formation and development of the theory can be sketched out by the previous congress of the French Communist Party roughly.Chapter Two, as the focus of the paper, systematically studies the specific content of"Neo-communism" theory and the practical activities of the French Communist Party under the guidance of the theory. The French Communist Party combined the basic tenets of Marxism with the realities of France and put forward "transcending Marx"and "returning to Marx","transcending capitalism",completely denying the Soviet Socialist Model, etc. At the same time, the French Communist Party put the"Neo-communism" theory into practice, to further expand and deepen the theory. The exploration in practice includes establishing a new democratic and open communist party and a new left-wing coalition, actively participating in politics, formulating and implementing the "new communist plan", creating a new Europe and the world of common development, etc. Chapter Three summarizes and evaluates the theory and practice of "Neo-communism". Firstly, it expounds the characteristics and significance of the theory of "Neo-communism". Secondly,it discusses the difficulties in the theory and practice of "Neo-communism". Finally, it summarizes the enlightenment of the theory and practice of "Neo-communism".
