This essay discovers,by investigating ordinary citizens' lives,that most internet users receive targeted advertisements and some are panic about breach of privacy as they believe their online activities are monitored.Therefore,this paper analyses the entire process of accurate advertisement delivery and discusses the types of personal information involved as well as their legal attributes,so as to identify privacy issues arising from accurate advertisement and propose an array of possible solutions.This essay comes into four parts:First,analyze the advertisement delivery process and pinpoint activities that might infringe privacy.Concept of Cookies will be applied and an overview of its role in personal privacy and its lawful use will also be explored.Second,the current Chinese legal terms on protecting personal information are somewhat fragmented and unsystematic,making a law on this subject urgent.This section looks at the connotation of Internet privacy and debates whether Internet-using habits be regarded as privacy.Third,draw upon information protection methods of Europe and US and study the strengths of the Japanese model.It will propose to build self-discipline and surveillance mechanism for Internet companies and telecom providers,identifying obligations of these institutions for privacy.Forth,explore relief measures in case of breach of personal information.Especially for criminal cases,how would public security organs,procuratorial organs and courts collaborate and specify duties will be discussed.Furthermore,the essay depicts how can one provide Internet services and at the same time guarantees citizen privacy,thus proper laws and regulations are needed to regulate and make clear surveillance obligations and relief rules of all IT service providers and Internet companies.
