Research On Government Responsibility In College Student Employment Service

China is a typical state that with its government delivering great interference on the whole society and economy. As known,employment of college students is an important issue faced by both the educational circle as well as the society, and it is closely associated with the stability and development of our nation. Therefore, the government shoulders great responsibility in dealing with this issue. Viewed from this point, it is of great significance to carry out a research concerning the responsibility shared by the government in its services for college student employment. As for dealing with this issue, the responsibility shouldered by government should be reasonably decided and regulated from both theoretical and practical aspects.Theoretically speaking, this research will help us to form comprehensive ideas about the signification and manifestation of government's responsibility in its service for the college student employment. Those responsibilities will be better understood, and the definition and classification of those responsibilities, which mean a lot to establish the responsible government in China,can be clearly elaborated on. Meanwhile,such a research is full of practical meaning to deepen our understanding about the issue of college students employment and the strategy of reinvigorating China through science,education and human resources,as well as to optimize the distribution of college talents.This paper mainly adopted the methods of literature research, interview and comprehensive induction to expound the research background and significance of this paper. After reading about the related literature at home and abroad, this paper gave an elaboration on topics like reasons leading to difficulties in finding jobs for college students, government's responsibilities in its services for college students employment,government's failures to fulfill its responsibilities and the suggestions to change this.Moreover, some basic definitions of government's responsibilities for this issue are introduced here,along with those theoretical basis and practical guidance. This paper then analyzed the necessity of the government's responsibilities in solving the employment problem confronted by graduates form their preparation stage,job-seeking stage and the final stage. After interviewing college students, and administrative staff of employment in college and government, the author found out problems existing in government's service for those college students,which was concluded as the government's lack of responsibility.This research finds that the government needs to have a holistic view in college students' employment work, and only relying on unilateral preferential policy is not enough. Therefore, the government should timely adjust the regional economic differences,and increase the support of the tertiary industry to expand domestic demand and stimulate employment; deepen the reform of the social security system and household registration system, to protect the vital interests of college students;perfect the relevant legal policy to strengthen the supervision of the government itself and the job market; intensify propaganda, enhance the employment education,improve the employment services, encourage entrepreneurship, and guide the scientific employment view.
