"The country to the people,the people to eat",which is from Han's words.In the feudal era,material life is very poor,food is regarded as the supreme position.However,even in the highly developed modern material life,the food problem is still worth we attach great importance.With the continuous development of human society,for mankind to enjoy food varieties.Howeve,compared to the old age of a superb collection of beautiful things,and now involves the food problem is too many to count,which relates to food hygiene among the national welfare and the people's livelihood,food and health issues are particularly prominent.In the contemporary city environmental pollution,haze The frequent exposure of food ingredients and traditional varieties are attracted worldwide concern,therefore,fresh food green food the food field for 30 s and 40 s the last century came into being.The emergence of green food,not only conforms to the call of the times,to meet the needs of people's life,but also alleviate the current severe ecological and environmental problems in some degree,and ecological and environmental pollution remediation.As the new food market to make healthy and orderly development,must establish the corresponding mechanism.In this paper,the trend of the times,adhere to sustainable development and the concept of ecological civilization,to build a line with China's basic national conditions,and green food legal system conducive to the development of green food industry in Tibet autonomous region.The whole article is divided into five parts.The first part is the introduction,this part introduces the origin of the topic,the purpose and significance of the topic on this topic,the research status at home and abroad,as well as the writing methods and innovation.The second part is the current situation of the development and protection of the green food industry in Tibet autonomous region,mainly explains the origin of the name of the green food,green food and the definition,characteristics and classification with simple language.The words about the different appellation nouns at home and abroad,connotation,aims to establish a core research object for this paper to prevent the deviation of readers research content.The third part focuses on the legislative status of green food industry in Tibet autonomous region.At present our country and the region of green food related laws and regulations,including: the implementation of rules of green product certification,green product certification managementapproach,People's Republic of China food safety law,certification and accreditation Regulations,the implementation of People's Republic of China food hygiene lawetc.to the Tibet autonomous region,and points out the deficiencies and problems of green food in Tibet,Tibet In the lack of a unified guidance of the green food industry and green food standard system of legal norms.The fourth part introduces the foreign legislative experience of green food and green food from the EU.General principles of legislation,approval system,green food labeling,green food traceability and,introduce and review the relevant legal system of EU green food,especially the key is the new green agricultural law EU ",analysis of the advantages and disadvantages of the green food legislation,so as to provide reference for Tibet green food legislation.The fifth part is the establishment of Tibet green food legislation,this article from the legislative idea and principle,the license certification system Identification,quality safety,traceability system,security system and information platform of Internet sharing,border trade port standards and price system,public participation system,seven aspects of the responsibility system and so on,discusses the establishment of green food industry in Tibet autonomous region of the legislative idea.The green food industry legislation is not easy,it is a long-term project,need to work together in all aspects of society,common brainstorming to complete.The author attempts to present the existing laws and regulations as the starting point,and actively absorb bold referencing advanced legislative experience,on this basis,summarizes the theoretical basis with the framework of green food industry in Tibet autonomous region legislation,and expect to make a small contribution to their own in order to promote the Tibet green food industry legislation.
