Due to geopolitical and historical factors,Europe has been regarding Africa as a sphere of influence.During the Cold War,the main content of the Europe's policy toward Africa includes aid and trade preference.After the end of the Cold War,the world's major powers promoted the intervention to Africa,which made much impact on EU's control over Africa.In order to maintain its traditional interests and market position in Africa,EU began to adjust its policy toward Africa.EU focused on aid and trade in the past,and turned to emphasize political conditions,including democracy,human rights,legal system,good governance and sustainable development.In addition,EU promoted the democratization process of Africa actively.In the implementation of the policy,EU is more mature,flexible and practical.This paper will be based on historical context,analyze the adjustment of the EU's policy toward Africa,involving background,content,characteristic and effect,and figure out the change of the EU's policy toward Africa and its internal logic.
