| In the early 1990 s,China's diplomacy began to pursue a partnership strategy.After more than 20 years of development,China's partnership strategy has achieved fruitful results.So far,China has established various forms of partnership with five international organizations and 82 countries around the world.Therefore China has built a global partnership network.China's partnership strategy is derived from the "independent foreign policy of peace" and is a complement and development of the "non-aligned" policy,which is affected by the international situation and the domestic environment.The partnership strategy has gone through three stages: exploration and start-up,further development and deepening and perfecting.It has formed the characteristics of universality,diversity,openness,upgrade and multilayer.This paper analyzes the level and upgrade of the partnership with the political security commitments reached by the partnership.It is found that the level of political security commitments reached by high-level partnerships is not always higher than low-level partnerships;after the upgrade,the level of political security commitments is not always higher than it reached before.This paper argues that power contrast and political system play a key role under these circumstances.The level of partnership is high,but the level of political security commitment is low,and the political security commitment after the upgrade is not improved,it is because the power gap between the partners is samll and the political systems between the partners are quite different.The level of partnership is low,but the level of political security commitment is high,it is because the power gap between the partners is large and the political systems between the partners are less different.China has built a favorable international environment for domestic development by coordinating its relations with the system big powers and neighboring countries in the framework of partnership. |
