Research On "Forbidden Motorcycle And Limit Electric Bicycle" Policy Execution Obstruction In View Of The Target Group

The present stage of China is in the period of social transformation,the environment of policy implementation is increasingly complex,the phenomenon of policy execution obstruction occurred frequently in recent years,the phenomenon has become normal.Therefore,solving the problem of policy execution obstruction is particularly urgent.With the development of social economy,the contradiction between the limited road resources and the growing motor vehicle ownership gradually highlighted.For increasing urban traffic safety,building new urban traffic order and to promote the development of city transformation considerations,some local government issued " forbidden motorcycle and limit electric bicycle"policies and regulations,but the execution effect is very poor,even the target group from policy implementation,defy policy execution,etc.In this paper,on the basis of the Smith model,in view of the target group,the policy of "forbidden motorcycle and limit electric bicycle" as the breakthrough point,select an object to Xiamen city as a case study to investigate.Through field investigation,questionnaire survey,individual interviews and other research methods,the Xiamen city " forbidden motorcycle and limit electric bicycle " policy obstruction phenomenon and the participation of target groups are described.According to the collected data to establish the related model and a preliminary conclusion:gender differences of the target group,daily travel way,the attention of policy,the influence of life in the future,and the impact on the confidence of the policy are the main factors which affect the target group's attitude and behavior that they treat" forbidden motorcycle and limit electric bicycle"policy.Affecting the target group are summarized through the further analysis for the main factors affecting the attitude and behavior of public policy,including the individual characteristics of the target group differences,cognitive differences and relations between the interests of the public policy,etc.Finally based on the above analysis,from improving the target group for the recognition of public policy,to obey the consciousness of public policy,public policy expected confidence and improve the policy execution environment four aspects,based on the perspective of the target reconstruct public policy path to raise the efficiency.
