Abstract/Summary:
HALAL Food is a special kind of food eaten by the most people and accepted the most extensively in the world. Although there are regional and ethnic differences, all the Muslim nations over the world believe in Islam obey the same rules of HALAL Food. They all share a common underlying religion and culture, the Koran and Hadith is the main basis. For Muslim people, HALAL Food is not only the necessity of daily life, but also its religious beliefs, historical culture, values and other aspects of the embodiment and reflection, eating as important as worship.This paper is divided into four parts:The first part, analyze the definition and international character of HALAL Food. Discussing the definition and characteristics of HALAL Food in detail, and emphasizing its importance of Muslim nations. This part embodies the international character mainly through the global Muslim and non-Muslim population and international trade status of HALAL Food.The second part, discusses the regulation of international organizations and the typical countries for HALAL Food. Through studying the influence of production-sale link and the WTO rules of HALAL Food trade, summarizing of the characteristics and development trend of foreign HALAL Food regulation. In addition, it is emphasized that the certification of the HALAL food plays a very important role in the international trade, the certification systems of Malaysia and the United States have great influence on international trade market, "(?)" is an important certification mark globally.The third part, discusses the present situation of China’s HALAL Food regulations, insufficient and adverse effects. Nowadays, the strategy of "The Belt and Road" has covered the countries and regions of the world’s largest Muslim population, has brought hitherto unknown development opportunities and prospects of HALAL food industry in China. Through the above analysis and combined with the "The Belt and Road" advantage, the author intend to make an overall evaluation of the HALAL food basic situation of laws, regulations and standards in China. Also, This part summarizes the current shortcomings on HALAL food in China, such as the problems of laws and regulations, national standards, certification system, import and export supervision and so on, which hinders China’s HALAL food market and industrial development.The fourth part, on the basis of problems, through using the HALAL food regulation’s superiority of other Countries for reference, combining with the reality of China, further analyzes the necessity of improving the legislation and standards of HALAL food. Accordingly the paper proposes some improve suggestions on regulation of HALAL food. Specifically China should put forward the definition of HALAL food in the Uniform legislation clearly, promote the HALAL food legislation, perfect the certification system, make HALAL food national standards and improve the supervision system of the import and export of HALAL food.
