Research On The Transformation Of The Current Service Functions In Beijing

Government function transforming is the core of deepening reform of administrative system.Constructing a service-oriented government which could satisfy people's need,strengthening the public service function is a reflection of the aim of serving the people wholeheartedly.How to promote the reform of liaison offices in Beijing and how to maintain our flesh-blood relationship with the people,is the question we must consider.In the aspect of public service function transformation,H province's liaison office in Beijing takes a typical measure:H province Migrant workers in Beijing business-startup service center.Its four public service functions,three levels of operating mode for supporting system,free legal aid in the name of social forces introducing and WeChat official accounts of this center made it a helpful exploration to the transforming of public service function of liaison offices in Beijing.Combined with the author's work experience and understanding of liaison offices in Beijing,through interview and survey,this paper try to collect and organize relevant files,and conduct a in-depth study of public service function transforming of liaison offices in Beijing.Through the research of the history and function change of liaison offices in Beijing,this paper studies its function alienation and weakening,underlines the requirements of government function transforming,comprehensive governing the Party strictly and new anti-corruption situation.Based on a large amount of data and specific cases,this paper analyzes measure effect,verifies that H province Migrant workers in Beijing business-startup service center is a beneficial exploration of liaison offices in Beijing public service function transformation.In the end,this paper offers four proposals:Return to the track of public service,broaden the connotation of people-oriented;actively extend the functions of government,form core business;innovative ideas and introduce social forces;build information service platform and realize standardization promotion.This paper tries to analyze sticking point of liaison office in Beijing's function fundamentally,offers function transforming suggestions accordance with our country's conditions,helps the public know the liaison offices in Beijing comprehensively and objectively,and provides guidance to other provinces.
