In our system ofgovernment, Sub-district Office occupies the important position; it is the link of theparty and the people. To change government’s function reasonable is related to thepeople’s interests, is related to our country’s development, is related to the goal of Awell-off society, is related to the success of building a service-oriented government.This paper adopt the combination of theoretical research and case analysismethod, with the Sub-district Office as the research object, with building aservice-oriented government as the background, through literature reading and fieldinvestigation to write paper. This paper is around the background and connotation ofthe service-oriented government, the basic theories of the government functions, thebasic problems of the government functions transformation, and determines the statusof Sub-district Office functions in constructing a service-oriented government. Thenanalyzes the current problems on the way of basic-level government functiontransformation, such as: Lacking of theory and knowledge, failure of functionalrelationship and structure, the unreasonable financial input system, the unbalance ofpublic interests and private interests, the shortage identify of service and management, and so forth. The article takes Hongshan Sub-district Office as the case to know moreabout the experience and measures of transformation of Sub-district Office, thenputting the measures to optimize Sub-district Office functions: First and mostimportant is to change the administrative staff’s understanding. Second is to changethe structure of staff of Sub-district Office. Third is to further rationalize the functionrelationship between the governments.
