Research On Emergency Response Mechanism Of Public Accidents In Urban Accident Disasters

City is an economic,political and cultural centre,usually densely populated,hard to manage and is where all kinds of incidents emerge frequently.After the 9.11 terrorist attacks in 2001,countering various city emergency events has been the global concern.Especially recently,along with the vast-expansion of urbanization,accidents and disasters keep cropping up,especially the leakage and explosion of oil pipelines accident on November 22 nd,2013 in Qingdao,Donghuang,and the especially big fire explosion accident of dangerous goods warehouse of Ruihai Company of Tianjin Harbour in 2015,causing huge damage to the safety of production and life of the people.Hence,establishing quick and effective emergency response mechanism is vital to preventing similar accidents or minimize the loss to the lowest after the accident and promoting the emergency managerial ability of the government.This article analyzes relevant concepts of emergency response mechanism of accidents and disasters,evolves mechanism and theoretical basis.Taking the City of Qingdao as an example,the article studies the general situation and its response mechanism of emergency accidents and disasters.The leakage and explosion of oil pipelines accident on November 22 nd,2013 in Qingdao,Donghuang is chosen as a sample to explain in-depth existing problems in dealing with such emergencies.Also the article summarizes the experience of developed countries such as America and Germany and also advances big cities such as Beijing and Shanghai.On this basis,four measures are proposed: establishing and improving prevention mechanism,forecasting mechanism,information communication mechanism and decision resolution mechanism,so as to promote rapid reactive ability of local government against such accidents and enhancing the overall emergency managing level.
